  As a traditional monarchy, Wresten would be no different than other countries. However, the inclusion of a democratically assigned republic council gives the people a true voice in governmental procedures. Each village, town, or city has elected leadership who can voice concerns to their regionally elected council members. The council, in turn, voices those concerns to the monarchy. There are, of course lower levels of government, in the form of elected magistrates and judges who handle the every-day legal matters.
  In addition to these, there is a cadre of eleven appointed judges. This cadre, known as "The Voice of the Throne", makes patrols and special appearances where needed to adjudicate higher matters. These eleven "Voices" must report to the monarchy on a monthly basis. During The Council of Voices, each of the appointees must explain, and justify, each of their decisions to the monarchy. Should the Voice in question NOT represent the will of the crown, they are then sent to the council to face judgement. This judgement takes on one of three forms. The council can overthrow the judgement of the crown, and declare Affirmation of the Voice, thus upholding the ruling. The council can declare Non-Confidence in the voice, thus forcing them into immediate, and unconditional retirement. And lastly, the council can declare Obduration, and sentence the Voice to immediate death by whatever means they deem appropriate. Thus, it is important to the Voices of the Throne to act in the stead of the monarchy, on potential pain of death.
