Fluidan
Fluidan is a monarchial dynasty based on magocracy. As such, the Sultan Lago and his family have ruled for centuries. The twelve wizards that assist the Sultan serve as both checks and balances for the Sultan himself, and for each other.
A small portion of Fluidan in the center of the country has a drastically different climate than the surrounding country, having very temperate summers and very harsh, cold and snowy winters.
The leading theory about this is that power leylines of magic run directly through the area, changing the climate to be cooler.
There are some cultural differences between the frigid zones and the warmer climates which does cause some friction.
The Sultan Lago conquered the region and annexed the area establishing the modern borders of Fluidan.
