Halori Empire

Halor is home to the Halori Empire, a large conglomeration of sentient civilizations. The Empire is more of a confederation than a centralized force, but the soldiers and tax collectors from the Empire enforce a general trend of law and order throughout the reaches of the Empire.
The Empire has long been ruled by the Church of the Unsung God, with the Emperor being little more than a puppet of the Church's council. As a result, following the Declaration of Anathema the Empire has become increasingly hostile toward members of the forbidden faith. Now that travel off-continent is too dangerous for all but the bravest and most talented to attempt, this means that they are universally taken to Iphelon, if they are not killed for their treason.
