Empress Luka

Luka is one of the twin empresses of the Halori Empire, along with her sister Empress Nota. Luka heads the civil service of the Empire, and controls most of the internal domestic policies. Unlike her sister, Luka's efforts are largely driven by a desire for independence, and she has been very resistant to the appointment of advisors. Also unlike Nota, Luka has no intention of marrying in the near future. Her efforts are focused more on securing the future of the Empire, which has seen issues in Iphelon and in the northern regions of Halor in recent years, as cooler temperatures have led to shortened growing seasons and a famine that has required coordinating resources from across the continent to feed the starving citizens. Luka's passion is for the frontier regions of Halor and bringing them, and the non-Man races that live in them more passionately into the core of the Empire, including spreading the Imperial Cult to them, something which occasionally causes her trouble with her sister, who takes a more passive approach to the faith.
