Victor's home for the poor
Purpose / Function
The purpose of Victor's is to be a shelter for the city's poor who cannot find a place to live and for vagrants who have arrived too the city looking for work.
Design
The shelter is a Pre-conflux shopping mall.
The former stores have been converted into living quarters that are usually given to families and used as low-income housing units. All living quarters are stocked with bunk beds a few lockers and a small radio attached to the wall. Within these small living quarters people not only live but sometimes also run small businesses out of them as well. For many families to earn a little extra money they turn the front of their living quarters into some kind of shop or other business. Many families have their living quarters double as some kind of shop, barber, tailor, or noodle shop, one man has become a little famous in the city for making good quality handmade toys and selling them out of the front of his living quarters. You can have an entire family living inside their living quarters well running a small business from the front. Some other tenants have repaired and now own some of the former mall kiosks to use them for what they were originally meant for to make and sell pretzels, popcorn or soft drinks.
The mall's food court has been converted into a soup kitchen where someone can be given simple meals usually either plane soup or tasteless sustenance rations. However, the shelter does occasionally get donations of better-quality food that is served in the kitchen, some examples being the Falcone Family regularly donates money and food to the soup kitchen and the mysterious owner of the Big Top regularly donates pretzels and funnel cakes.
The mall's department store has been converted into a large homeless shelter, the clothing displays are long gone and have been replaced with rows of sleeping cots. This area is used to house the city's homeless and the vagrants to the city looking for work.
Defenses
The security can be a bit heavy handed, the halls are patrolled by Union peacekeepers who enforce rules and laws stricter than in the rest of the city. Like in the area not only are drug use not allowed but also tobacco and alcohol are also not allowed on the premises, that is a three strikes rule if a resident gets in trouble three times with security they are kicked out of the house for the poor.
History
The vagrant shelter was once a pre-conflux shopping mall that after the confluence the mall was left abandoned. When Miskatonic was being established it was converted into a homeless shelter for the growing refugee population. Later on it was turned into the house for the poor for low income housing and homeless shelter.
Tourism
It's not much of a tourist location but usually most live in this building or stay until they can find work. But the place has gotten a bit famous with locals looking for snacks.
