Constabulary

This branch, most often associated with the Stewards consists of police officers and ambassadors. Constabulary agents primarily support the local government, only acting with their approval. Each Constabulary post is led by an officer of at least Chief Inspector rank, depending on the outpost's size. Some high-ranking Stewards coordinate multiple installations.

Composition

Equipment

Stewards within the Constabulary often wear clothing or armour clearly identifying the faction they serve. In addition to being quite well-armed compared to the average law enforcement officer, the reputation associated with the sight of a Steward is often enough for the average criminal to simply surrender rather than risk opposing such a skilled opponent.

Weaponry

Although Stewards are provided with a standard sidearm and baton upon their promotion to Neophyte, almost all customise their gear - sometimes even on their first day. Especially brutal weaponry is frowned upon, however, and 'terror weaponry' is considered too far. The theme of their weaponry is to reach a peaceful resolution, after all - and not by obliterating the competition into dust.

Vehicles

Although the Constabulary does own (and will provide) a small number of Steward-marked small vehicles (often an aircar or shuttle) many choose to procure their own, often customising them to personal tastes.

A brief overview of the ranks and roles specific to the Constabulary branch of the Stewards. Note that some rank names and roles are shared with other branches.

Director

There are currently three Directors: Deepadra Evosco, Kirnaxion and Veshak.  

Deputy Director

Coordinates multiple outposts.  

Chief Inspector

Often commander of an outpost.  

Inspector

May command a small or low-stress outpost.  

Special Agent

Same rank as a Staff Agent. Mostly a field role.  

Staff Agent

Same rank as a Special Agent. Mostly administrative role.

A newly-employed Steward, fresh from basic training.

Tactics

As with all Stewards, peaceful solutions are preferred while violence is a last resort. But for the Constabulary, the emphasis on peaceful solutions is much more tangible. They are the most-often encountered face of the Stewards, and a short educational unit is included in the Neophytes' training in considering the complex impact that their actions will have upon the Stewards' public image.

On the other hand, their first and foremost goal is to protect the Pact Worlds - even if the Stewards are to be abhorred for it. Stewards are taught to prefer non-lethal if practical, and judgement is often left to the individual. Many options forbidden to law enforcement are 'optional' for a Steward, with fear tactics and 'advanced disabling tactics' among the most common.
Although this might seem like the organisation is taking a step towards evil, it must be remembered that the Stewards are not called out for the average breaking-and-entering crime, but rather to solve problems that even the local law enforcement specialists cannot handle.

Logistical Support

Staff Agents are generally those saddled with the task of providing (and keeping track of) official Stewards equipment. Fortunately, as many Stewards prefer to use their own gear there is much less actual work than expected for such an organisation. For the most part, any work that can be contracted out to delivery or manufacturing companies is delegated to them. Regularly contracted, background-checked and supervised accounting corps provide auditing and accounting services, with many voluntarily having their memories wiped after their contract is expired. In the end, only the tasks that require an intermediate level of security is done by the Staff Agents.
