Special Agent

Qualifications

Must reach the rank of Agent, although in rare circumstances exceptions have been accepted, or the individual in question has been rushed through an Agent training course, often with additional demands and expectations. Special Agents are often recruited more because of their prior experience and demonstrated capabilities than any qualification.

Requirements

To be considered as a Special Agent, the individual must have demonstrated commitment to serving the Stewards. They must be reliable for deep cover work, disappearing into shadowy organisations(link) and not swaying from their task for years at a time. They must also be so loyal to the Stewards that they don't flinch from testing friends and allies suspected to be double-agents...and neutralising them if required.

Appointment

The ceremony of becoming a Special Agent is considered to take the form of a three-year-long training course, which is assigned in addition to their regular tasks. Even after the course, they are expected to dedicate their lives to the improvement of existing techniques and skills, and the research of new ones.

The course is made up of many segments, each covering topics that are considered undesirable for the average Steward to consider. Assignments on how to infiltrate and assassinate various individuals (with a focus on countering a fellow Steward) are alongside methods on torture, the evolution of Thieves' Cant, fear as a weapon and more.

Special Agents often sacrifice a life that could be spent within a family or turning a beloved hobby into a viable business to succeed in this - because their belief in the Stewards is firmer than anything else.

Duties

One of the most heavily watched aspects of a Special Agent is their ethics and how they line up with those desired by the Stewards - and the Pact Worlds at large. They are expected to operate independently for years without being lulled into the belief that the Stewards are impervious to corruption, and then to independently take action to resolve it.

Responsibilities

Removing "weeds" is usually a simple task for a Special Agent: a Deputy Constable finding some morally grey issues easier to resolve than he should, or funding being used for unnecessary leisure expenses by a Vice Admiral. A subtle reminder is provided, and the behaviour stops. Even if it continues, minor offences are punished by small - but permanent - inconveniences. A year as a Staff Agent, which would frustrate someone focussed on their own gain but not so much someone focussed on the gain of the Stewards as a whole.
If they respond poorly, they are more carefully considered. Perhaps their characteristics have changed and they are no longer useful as a Steward? Depending on their rank, reassignment may be a wise choice - a lower rank carries less stress, or a move to another outpost can reveal factors that influenced the individual. Assassination is permitted to Special Agents, but they use it only if they must.

Benefits

Any Special Agent gains the benefits of Ops: Knowledge of other Special Agents' identities, access to the personal files of all Stewards (even the Director-General) and even some highly classified Ops-only data on contraversial weapons and vehicles...and the permission use make use of them, if the need exists.

To maintain the identities of Special Agents, they are also able to hide their rank, appearing instead simply as "Agent". Although they may choose to reveal it, there is no compulsion for them to do so by any rank other than the Director-General himself. Additionally, they may invoke their unique rank to override or refuse orders from any rank except the Director-General, a powerful gift that is dissected by Staff Agents afterwards in great detail.

Grounds for Removal/Dismissal

TBD: Only ever killed. Never captured or dismissed. Special Agents are too dangerous to let live. Because of this threat, they are usually assigned to less-dangerous (and therefore less prestigious) missions.
