Sage
Sages Report to anyone but the Head Sage and are the highest authority in the land, controlling all matters within Enthuthuku.
Qualifications
There is a very specific test, and is considered one of the most prestigious tests in all of the Black Thorne. Once the test is completed you have the Honorary Sage Title. A gold and wooden certificate that's been personally engraved by a grand master goldsmith.
Requirements
Intelligence and resilience. Sharp and analytic minds are needed. Cold, calculating and working towards a goal via give and take in the marketplace of ideas.
Appointment
There are two manners of qualifying for the test. The first is a pre-test that happens once a year. The second is by recommendation, this is done only by Sages, market unions or Guilds, who each get one nominee in a cycle. If that nominee dies they don’t get a second.
Duties
The duty is quite literally regulating the running of the entire country. Making choices on laws, approving laws and maintaining the needs of all of the individual territories, while approving projects which could improve the overall state of the nations. Most being divided 12 ways.
Grounds for Removal/Dismissal
The position of Sage is both academic and democratic which means that Sages are voted in and out, but only the lowest will ever be put up naturally.
There are three ways one can be removed from office.
The first is an emergency vote of incompetence.
This means that a person is physically or mentally unable to continue their duties as a Sage.
The next is an impeachment procedure which allows the other Sages to remove you on the condition of a crime or failure.
Then finally, there’s death.
There is a fourth way, but it is an old rule, which is to challenge for the role of head Sage by beating all twelve Sages in a test of said Sage's design.

There is a bi-yearly test in which the sages and judges review the performance goals of all Sages with, on the 5th year the lowest grade Sage is put up for re-election, where he/she could be ousted by a candidate willing to take that Sage on.
