The Watermen's Guild is responsible for maintaining the city's fleet of riverboats and barges, and for ensuring that the waterways are kept clear and navigable.   Factions:   Nightshade Syndicate - This shadowy organization is rumored to have a hand in nearly every illicit enterprise in Portsley, from smuggling and theft to extortion and assassination. No one knows for certain who the members of the Nightshade Syndicate are or what their ultimate goal is, but they are feared and respected throughout the city.   The Silver Tongues - In contrast to the secretive nature of the Black Hand, the Silver Tongues are an open and public faction. They are a group of charismatic and persuasive orators, who use their skills to sway public opinion and push their own agendas. The Silver Tongues are a major force in local politics, and many people believe that they have their sights set on controlling the city entirely.

One of the defining symbols of Portsley is the Portcullis, which represents the city's strong defenses and its ability to protect itself from invaders.
