The City-States of the Dead

No one goes to the Cryptcities, boy, those are the realms of the dead. Yeah, so what if they're hideouts for the worst criminals possible, they're dumping grounds for the castouts and the plagued also, not to mention the walking corpses which keep everything and anything in and out. The Cryptcities are a place you only go if you're dead, you're going to die, or you want to die.

Structure

The Confederation are five so-called Cryptcities are spread across Elgerlor, independently operating under the Great Western Empire. These Cryptcities are united together with common purpose but will rarely ever work or communicate with one another until the turning point of a century.
 
Every century, the Cryptcities reform completely; Revenants "alive" in the cities will lie down to rest and a new generation of corpses will rise to take their duties, and new leaders and regimes will be established to rule over each one. Sometimes, there is a brief conflict where the Revenants struggle to become acclimatised to their new second-lives, but through the actions of the leadership, help from others in the Confederacy or assistance from the GWE, these will always be resolved before long.

History

After the Golden King's wars of conquest over the Elgerlian continent, there were countless amounts of corpses that overflowed the previous barrows and crypts the tribes of the lands had used. When plague also hit and then the following wars of freedom and resistance against the Golden King's rule, the corpses were overflowing from every new and old memorial and burial site.
 
Under the earliest versions of the GWE, the five developed Revenant shanties were given funding and materials to form their own fortified city-states to hold and look after the countless dead they could hardy keep hold of. They would also be asked to keep them safe from any powerful necromancers that could use such a resource. And so the Cryptcities were built across the regions.
