Mora's Arc

When Emperor Rath Harnot began to consolidate power he built his palace high in the foothills of the Frosted Mountains, overlooking the flat, potato and sheep filled plains along the Pontrien River. Centuries later, when the heads of major and minor houses banded together to take back much of their power from a weaker sovereign, they demanded a place of government separate from the Emperor's. In an act of great cunning, common among weaking rulers, the Emperor accepted but decreed that it be built at the lowest point in the city of Pash-ti, in a small ravine that runs between the flood plain and small escarpment marking the beginning of the foothills. Thus, hee ensured that his subjects, even the mighty lords of the largest households, would always be beneath him.
 
Built like an elongated, narrow arc that conforms to the shape of the ravine, the long building sits on stone pillars so that its first floor is even with the lip of the ravine. This design, inspired cranes wading in Lake Dallac is crucial for the survival of the building as the ravine in which it is build floods every spring. It is here where the Council of the Crescent Moon - the collection of Flind nobles that ostensibly run the Flietch-ta Empire, officially meets.
 
The long meeting room itself is made of ancient ash, stained hundreds of times until it is a soft, almost sticky red. Each of the delegates in the chambers has a small table with two chair of the same, ancient color. The desks are arranged facing east, toward the rising sun and the center of the arc where a small dais and podium is available for those wishing to address the Council. While standing at the podium, a Flind can see each delegate, even those at the far ends of the arc. The curve of the building, however, means that if one's seat is at either end, one cannot see delegates at the other end. As such the most powerful lords tend to congregate toward the center, with their weaker vassals pushed to the fringes of the moon shaped chamber.
