Council of Lords
Technically, every landed noble - from the most minor Baron owning managing a hundred acres of grassland to the Archduke himself is a member of the Council of Lords. And when the council meets in the vast chamber of stone chairs set deep within the Fortress of Truth and of these nobles could sit, speak their mind, and advise the Archduke on the running of the Grand Duchy of His Lord Mennith. In practice, however, only the wealthiest and most powerful both the attend and even then, very few have the gall to raise an opinion beyond acknowledging the wisdom of the Council of Fathers. Those few that do walk a fine line between exercising their rights and heresy and often require great subtly to exert their will without drawing the ire of the church.
