What's with all the hair flipping?!

 
Rumors abound that a new gang has appeared on the Manhattan scene. Instead of the normal small block to larger neighborhood organic growth of a homegrown gang, or the rides-into-town-and-absorbs-an-area pattern for an invading gang, this one makes aggressive strikes at several other gangs' most vulnerable territories. Just last night, the Westies lost a bit of Hell's Kitchen to a different protection racket while the Latin Kings had four drug runners replaced with representatives of a different supplier.
 

Word on the Internet and the streets is that something flashy is going down tonight, something close to the glamorous area of the Upper East Side.

 

Why, that's across Central Park from the secret headquarters of the Knights Vigilant! These criminals might as well be announcing themselves on the heroes' front doorstep!

 

Not to mention all the innocent people about to find themselves in harm's way.

The Lead-up

 
Heroes in NYC have picked up increasing rumors in the past month that a new gang is forcing its way into Manhattan, specializing in protection rackets but happy to fill in other traditional gang functions if it helps them claim a territory. They are not (so far!) appearing in contiguous areas.
 
If someone comes up with a good story for research before the meat of the adventure:
  • 3/3 Some of the gangs who lost territory include Yancy Street (Bowery in Lower East Side eastward to Williamsburg Bridge), The Bad Pennies (a drugrunning branch of the Gotham gang, mostly Lenox Hill area), Westies (Hell's Kitchen), Moonrunners (Upper West Side)
  • 4/4 Always vulnerable edges of the other gang's territory.
  • 6/6 No appearances in Chinatown
  • 8/8 No confirmed or successful appearances in Harlem but there are rumors of 2 attempts so far around E 106th St (East Harlem)
 
The heroes should come up with some way to patrol/scan/search for the Bishie Boyz' attack tonight.
 
Where are Taki and Loki? The Bronx. They're chasing down a pickpocket who robbed one of the psychics Kara knows. The pickpocket may have Invisibility or something. Taki is suspicious that the pickpocket might be connected to whoever is occasionally testing the street-corner fortune tellers for genuine talent.

Rising Action

The Bishie Boyz Appear

 
They're going to start DRAMATIC AS HECK appearing out of a rolling fog on Gapstow Bridge, start working their way up to the area between Wollman Rink and the Central Park Zoo where they've heard a small AniMen semi-homeless community has a staked out shelter. They're seeing to any merchandise/food carts open late, any gang presence, anything that MIGHT be a spotter for a gang (so most of the homeless present), and ALL THE ROLLERBOYZ.
 
(The AniMen won't be useful as combatants at this time. They're already weak, frightened, essentially refugees.)

Sesshōmaru is commanding the wind to make their hair and clothing flow just so. Also it gives them partial cover against small objects, if someone tries to flashbang/gas attack them. He is at the center of the formation. If someone gets to melee range, he will drop the Air Control and attack with his acid-oozing claws.
 
The rest of the gang are at corners, making a giant X formation.
 
Uno, Inmate #1311 is usually, but not always, in left rear guard position. His “hair”, even while braided, gives him effectively Full Vision so he should have a chance to sense anyone sneaking in from behind unless they are completely invisible (or otherwise clever). He gets a little too far into knocking around the AniMen community, should the gang get that far.
 
Renji Abarai and Homura Toushin Taishi are in the two right positions, with Homura at the rear (so he can project fire toward Renji while several feet upward in the air, and then turn around to face outward if appropriate).
 
Nakigitsune is in the left forward position. He's thinking about suggesting that he and Homura switch. Victims have a funny reaction to being told "Your insurance premium is due" by the fox draped around his neck. Naki is getting a little exasperated. He doesn't mind being the record keeper, keeping track of who pays up in full and who goes on the installment plan. Nobody asks, "Wait, is this serious?" for THAT. Also, his penmanship is better than Renji's, and his arithmetic is just fine.

Climax

Fighting the Rollerboyz

Lots of sound and fury, lots of the Rollerboyz having a no fun time. They were expecting maybe the Knights Vigilant, they don't know what to do with a rolling windstorm followed by fire wiffle bats.  

When the PCs do catch up with them

I presume it will be ON. Especially when someone tries to talk reason to them.
