Fantasy Island
Fantasy Island is an artificial island built outside the International Waters limit off the coast of Bludhaven of the east coast of the United States.
The island paradise is owned by a tightly-managed small consortium of investors that include (with a minority of ownership shares) Chester Cobblepot, aks the "Penguin".
Officially they're a mini-nation of tourism and casinos, Disney for adults. Not so officially, they run a very secret business of fulfilling almost anyone's ultimate fantasy ... for the right price. Their laws are what the Owner says they are. No United Nations standing, and the Geneva Convention is more of a guideline, really....
