Phobos
Phobos is the inner most and larger of the two moons of Mars. The moon itself being about the same dimensions as the old city of Denver was too small to see massive settlement of the kinds seen on Luna and Titan, yet would act as an anchor for Phobos Station a massive orbital complex witht the moon at it's center.
Part of the Martian Defense Front and seat of its Admiralty Board, Phobos functions as a capital for the MDF and is directly run by the Admiralty boards Chief of Security, Vice Admiral Liang Xingjuan. Culturally, Dayičin would tell all you need to know about Phobos is a traditional Martian Idiom. Phobos is thus popular with the elite of Mars, many of whom primarily or entirely live on the station. Though there is some industrial work handled by Spaceborn living mostly inside the moon itself, focused on ship development and defensive structure, most living peoples on the moon enjoy domed city districts that cover the surface and extend out onto the wings of the station. Each filled with beautiful art, active night life, rich theaters and luxury apartments and mansions.

Geography
The moon itself sits at 27 × 22 × 18 km in its dimensions, making for a solid anchor for an extended station easily four times the size. Phobos is very porous and soft allowing easy development, with an icy core allowing for easy water extraction, though the bulk of it has been mined out. While an Anchor, it is in itself a poor choice for other forms of mining, and thus it remains in largely in tact at its surface. The mass is so small that its gravity is utterly negligible, thus artificial gravity, usually set to about 0.9g or the Venus Standard, runs throughout the station. In fact artificial constructions on the moon have rendered it three times brighter of an object to people on mars surface.
History
The moons of Mars were never considered for real development as their own colonies. When the United Earth Sphere considered it, they did so as a leading support platform for settlement of Mars. With its ice stores and stable (comparative) orbit, it became the major orbital hub for ships unable to land in the orbit of Mars as well as a shipwright.
It was during the The First Wave hit that Phobos was transformed. The admirals at the time converted it into a military base and base of operations for Martian defense. When the original MDF formed of rebelling admirals and soldiers, it remained their headquarters for the remainder of the war, taking on greater purpose and expansion. Though it was never meant to be permanent, the Admiralty Board made it the temporary capitol until Mars could be completely cleared of the Xenophage.
However as the years passed it became clear complete purges of Mars were likely impossible without endangering its habitability. Phobos, originally a temporary capital continued to grow and grow, quadrupling in size to its modern day structure, far from a development hub, now a certified center of power and luxury. A home to the rich and powerful of the MDF society.

It is a popular tourism spot for diplomats and visitors alike. The station is comparatively stunning, with fountains and gold trim, exposed domes, comfortable life support, and classical architecture. It is considered Mars cultural hub as well as its political, and hosts its most established universities.
