Ryukari: "And this is my best buddy Fio! Isn't she so soft and cute?" Fio: "I've killed."The living incarnation of killing intent. Fio is a young ninja girl that acts out her sense of justice by hunting down and killing (or at least subduing for law enforcement) the many criminals that lurk in Ralaneas. Stoic, quiet, and mild-mannered, almost nothing is known about her, with the only source of information regarding...well, anything about her residing in her best friend and partner-in-crime Ryukari Kurosawa. The two are almost inseparable, one would almost never see them without the other. Evildoers beware, as being caught in her line of sight spells the end for you.
Physical Description
General Physical Condition
Small, but stronger than she seems. Her speed is unlike anything most people have seen and can move at a blinding pace to dodge or strike her opponents.
Body Features
White skin tone and a bob cut hairstyle. Given her height, nobody would ever expect the killer of so many gang members to be as tiny as she is.
Facial Features
Sharp, yet softly shaped eyes.
Special abilities
Fio can create weapons using Replication, allowing her to ensure that she always has something to throw at the enemy even without a proper supply of knives. In addition, she can imbue her weapons with various poisons or other tonics to incapacitate targets. If necessary, Fio can also generate a temporary clone of herself, allowing her to strike from multiple places at once. However, the clone cannot act independently and must stay within fifty feet of her, as it will vanish from existence otherwise.
The source of her speed appears to be the result of wind magic, allowing her to zip past her enemies in a flash.
Apparel & Accessories
Fio is almost never seen without a modified pink or purple gi with large, flowing sleeves that would look more suited to being on a kimono. A few pouches line her obi, storing almost countless blades and other small weaponry.
Specialized Equipment
Fio prefers to use small blades and knives for fights. Throwing knives are a popular choice of hers for disrupting or distracting an enemy. However, she is more than open to materializing other weapons such as swords, kusarigama, small bombs, and other instruments of murder. With all sorts of tools at her disposal, Fio is prepared for pretty much anything and never runs out of surprises.
One of her daggers, however, is incredible flashy and ornate. For whatever reason, Fio refuses to use this as a weapon at all, and will instead gaze into it or clutch it close to her when bored or about to sleep. Although she would never let anyone touch it, anyone that manages to inspect it closely will notice that its design looks like that of a uniquely made weapon used to propose to people in Benito. Why she has it and what it means is something she and Ryukari refuse to elaborate on.

Personal history
Very little is known about Fio's past, and despite growing up with her, Ryukari refuses to fully explain anything. Nobody is even sure if "Fio" is her real name, it's just what Ryukari calls her and is the only name she seems to respond to. When questioned, both of them will either dodge the question, usually by saying "I know her real name, but I won't tell you if Fio is it."
At some point in her adolescence, Fio and Ryukari took to vigilantism, cleaning up their city wherever they went and collecting money when needed. The sheer body count (and capture rate, if they don't die) she has accumulated struck fear into Ralaneas, granting her the most feared reputation in the city. Since they don't actually know who she is or what she looks like, however, nobody expects a tiny ninja named Fio to be the one to stick a knife in their throat at the dead of night.

Fio is self-employed as a vigilante in Ralaneas.
Mental Trauma
It's unknown if Fio has gone through any sort of mental trauma, but she refuses to share any details about the incident that made her into what she is.
Morality & Philosophy
Fio sees very little problem with murdering other people for as long as there is a justified reason as to why that person should die. For example, anyone attempting to exploit or kill others in the name of "justice" is considered fair game to her. Criminals do not deserve to live, and she's more than willing to enact her punishment towards them. To her, the only thing separating murder from indiscriminate slaughter is the fact that "murder" implies a reason for targeting someone. As such, it has a potential justification and depending on what it is, could be considered okay. Her partner is normally the one to prevent her from doing so if the target would be better off arrested than anything else.
Ryukari is probably one of the only things tethering her to humanity. If anything bad were to happen to her, Fio would slaughter everyone responsible before collapsing to rot alone.
Taboos
Fio is in possession of a very ornate knife that she refuses to use on the job. Anyone caught touching it, including Ryukari, will be subject to her anger.

Stoic as she may seem, Fio is ultimately caring for those that she does not consider threats. She is actually very emotional underneath the mask and hopes for a better world to thrive when all traces of crime is eliminated from her city.
Vices & Personality flaws
Fio lacks any inhibition regarding murder and is willing to act on her instincts if she sees that they are irredeemable. She also tends to be rather terse and cold, hiding her emotions from others most of the time. As a result, many people that get acquainted with her believe that she could snap at any moment. While that may be true for gang members, she simply believes that people could read her mood based on clues and actions easily. After all, if Ryukari can do it easily, why can't everyone else?

Fio is very stoic and quiet, only speaking when necessary. Her mild-mannered demeanor betrays the hidden killing intent within her that leaks out now and then. Being rather hard to approach, many people will find her hard to deal with.

Fio tends to keep her sentences short and to the point, as she dislikes talking for long periods of time. She will often remain silent, hum, or grunt to express certain thoughts, which her partner Ryukari seems to understand completely...somehow. Anything that actually gets her to speak up more than usual is a major sign that something has greatly angered her.

Relationship Reasoning
Though Fio and Makarova have little in common, they get along as if they were family. Fio appreciates Makarova's concern for her despite never listening to her pleas to stop hunting criminal groups. Makarova treats Fio like she was her grandchild at times but is greatly fearful of her occupation as a killer of killers. She wonders what made Fio turn out this way, but given her secretive demeanor, it's not likely that she'll ever learn. All Makarova can do is watch over her friend and try to make sure she doesn't drive herself deeper into bloodlust.
Wealth & Financial state
She and Ryukari have funds that fluctuate often. At one moment they're stable, the next they're poor enough that their electric bill can't be paid until they take on a bounty hunting job.
