Treaty of Khabrel

The Treaty of Khabrel was drawn up and signed on 4.2.3.3.330.30 NL, putting an end to the Siege of Tan'Ayya and officially concluding the saga of the Stormcaller Crisis. As the name suggests, the treaty was created and signed during a conference in the neutral city of Khabrel where delegates from all over the Pāll-tanír gathered to decide the future of the continent.

Purpose

The Treaty of Khabrel was created in response to the violence that had erupted in the Pāll-tanír in the wake of the Stormcaller Crsisis. It was conceived as a means to restore peace and stability to the Pāll-tanír in order to pave the way for its nations to recover from the staggering economic damage that had been incurred as a result of the Stormcaller Crisis storms and the refugee crisis that followed it.   The treaty had a number of distinct purposes that were each aimed at a different facet of the problems that were plaguing the Pāll-tanír at the time. First and foremost, the Treaty of Khabrel addressed the hostilities between the Madresha Caliphate and the Ayyanesha Caliphate and stipulated their cessation in exchange for further economic aid from the Dominion. This had the secondary effect of ending further hostilities between the states of the Western Ward of the Pāll-tanír and the Eastern Ward of the Pāll-tanír.   Second, a provision of the treaty saw to the creation of a new Dominion vassal-state in the Northern Ward of the Pāll-tanír just north of the western arm of the Skywall Range. This new nation, Aestria would play host to the united faction of tussari centhiri and alossi centhiri that had fought during the Siege of Tan'Ayya for the sake of recognition and a place they could call their own. Though there were objections and demands that the fighters be sanctioned, it was decided that a parcel of largely-deserted land was a worthwile price to pay for peace.   A third goal of the treaty was to put an end to ancient racial conflcits in the Pāll-tanír or at least take a significant step toward it. To that end, the treaty provided for the legal recognition of tussari centhiri as citizens of the Dominion. While this meant that they would become subject to the laws of the Dominion, it also meant that those same laws would establish for them protections against racial discrimination. Izha Mostana, who had taken over the position of regional commander of the Hooded Eye from her adoptive father Issad Harman and who was a tussari centhiri herself, was instrumental in the inclusion of this provision in the treaty.   As one of the most powerful organizations in the continent, the Hooded Eye was a vital part of the discussions that surrounded the creation of the treaty. Due to the instrumental role that the organization played in the Stormcaller Crisis, the notion that the organization should be dismantled was put on the negotiating table a few times. Ultimately, it was decided that the Hooded Eye would pivot away from its criminal endeavors to act as a trade authority and intelligence agency in the Pāll-tanír, establishing, securing, and improving trade routes while acting as an impartial watchdog in the region.   Finally, the treaty had to deal with the matter of Aestrin Qirienos, the mastermind of both the Stormcaller Crisis and the Siege of Tan'Ayya that followed. While many called for his execution, calmer heads prevailed. A proposal, backed by the Pale Imperator himself, set the terms for Aestrin's sentence as such:
  • House arrest for a period of no less than 40 years;
  • Probation for a period of no less than 80 years, and;
  • Community Service in the form of serving as the leader of Aestria for life or until removed by referendum.
