Federation of Earth-Originating Peoples
The former Federation of Earth-Originating Peoples was the interstellar government that ruled Solspace for centuries. It was deliberately modeled after the Federation popularized in optimistic science fiction such as Star-Trek, and still represents much of its ideals to the general populace. In truth, it fell short of being the democratic government it claimed to be, but it had at least the veneer of civil justice, equality and order that humanity had come to expect.
Structure
The Federation was split into two main legislative bodies: the Global Central Government (which handled Earth's internal affairs, and later, the solar system) and the Inter-Colonial Senate (originally intended for colonies on Earth, but later became the senate for major extrasolar worlds).
Additionally, the Federation Armed Forces answered directly to the Federation_Security_Council. There were a number of other government agencies, such as the infamous Caste Compliance Division.
History
The Founding of the Federation
By the mid 21st century, global climate change necessitated geo-engineering on a massive scale. However, most of these efforts were individual and haphazard. In 2050, the United Nations ratified the Federation into existence as a new world government, but the failure to draw in all world governments precipitated in the Geo-Engineering Crisis of the 2050's, which threatened to make Earth uninhabitable. But by the end of the decade, all remaining global governments had finally been coerced into joining the Federation by the first General Secretary of the Federation Ephraim Kouman. Now united in their efforts, humanity slowly repaired their dying planet. Despite the Federation's high-minded ideals, the truth was that The Peerage in its earliest form had a heavy hand in its creation. The constitution of the new Federation effectively secured the rights of plutocratic interests to buy electoral outcomes. Policies were not determined by popularity, but by the interests of the owner class. When this democratic paint cracked over Earth's oligarchy over the centuries, that was when popular discontent raged across Solspace.The Years of Regrettable Action
in 2080, the first major human variant - the Paripurna variant, was crafted from a Goa lab. What resulted was an explosion of research into human variants and bio-engineering efforts. While most of these efforts were benign, some corporate labs were making human variants especially designed to be "castes", humans specialized completely to a certain social role, the creation of a "worker" variant and a "master" variant. Toward the end of the 21st century, and these human variants reached maturity, public opinion had completely changed. There was enormous fear that these variants to replace humanity and transform society into something unrecognizable, like an ant colony. While rioters broke into labs, the Federation was busy drafting new bio-engineering regulations into law, the Caste Law, which would heavily restrict the engineering of humanity. Official Federation policy had gone from being disastrously lax to genocidal. All human variants that didn't follow the new law were to be destroyed, every scrap of them eradicated. The Caste Compliance Division was formed to eliminate all human variants that violated Federation law, and did so with infamously brutal efficiency. Famously, the Paripurna_child that had kicked off the Golden Age of Bio-Engineering was burned to death publicly with a flamethrower by a CCD official. While there were human variants who were effectively "castes", incapable of independent existence, many more were simply people who had taken more radical gene modifications.
