Terran Dictate
The Terran Dictate are the radical government that controls Earth and roughly half of Solspace. They struggle with the Peerage for control of the entire Federation of Earth-Originating Peoples in the Federation Civil War. The "Terran Dictate" also refers to the resolution passed by the Earth Pioneer Party-controlled Global Central Government:
Terra is the cultural, spiritual, economic, legal, genetic soul of Humanity. Terra is our mother, and by her dictate does Humanity flourish. Only in Terra's light do we remain one.In addition to poetry and posturing, the resolution declared the Intercolonial Senate to be subservient organization to the Global Central Government, which is everything short of a declaration of war to the sparkworlds of Solspace. Even though radical Earth Centralism holds little appeal to those outside of Earth, the Terran Dictate is joined by a multitude of sputterworlds who view the Terran Dictate as the best chance of crawling out of their economic bondage. The Terran Dictate also enjoys a great deal of support from the Federation Navy, who were sympathetic to the Dictate's authoritarian tendencies.
Structure
The Terran Dictate claims to be the true Federation, and mimics its structure closely.
Culture
Since the start of the war, the Terran Dictate has seen its mission as re-homogenizing the Federation into a new, militaristic culture. In Terran-controlled space, slogans and symbols are broadcasted to a population the population, inviting them into glory-worship of Terran past. The Terran propagandists are particularly fond of the Hive Wars as it depicts Terrans against a numberless, inhuman enemy.
The Information and Communication Division is very active in swaying sputterworlders. Sputterworlders are encouraged to think of themselves as "Earthlings" first, and are invited to go on pilgrimages to see their "home". This is more purpose and direction than many young sputterworlders ever get. They readily absorb these cultural ideas, and now many of them are Earth Centralists despite never having been to Earth.
Overall, the Terran Dictate teaches obedience, strength, collective will, austerity, self-sacrifice and courage. It encourages sputterworlders to blame "decadent" sparkworlders for their economic hardship.
Public Agenda
The Terran Dictate are radical Earth Centralists, and believe that Earth by moral right ought to control and dominate the rest of the Federation. They also believe in equality between compliant human variants, are anti-artificial intelligence, anti-noble, and anti-alien. They believe in the equal representation of Sputterworlds. They also believe voting rights should only be extended to those who do military service.
Specifically, the Terran Dictate believes the Federation should be restructured to put the GCG as the main legislative body. That would make Earth determine policy for most of humanity.
Assets
The only thing the Terran Dictate is weak in is tech and computing power, which is why it is so focused on capturing sparkworlds. When the Terran Dictate was declared, it absorbed the majority of the Federation's fleets, armies and worlds.
Territories
The front lines of the war fluctuate, but the Terran Dictate hold a slight majority of the worlds of the former Federation, and critically two sparkworlds, New Sahara and Mont Blanc. The Terran Dictate's failure to capture additional sparkworlds is a source of alarm and frustration to Federation leaders.
Military
The Terran Dictate took control of most of the Federation's military, and thus its forces are fairly conventional, its tactics conservative. There is a technology gap between it and the Peerage, but the Dictate outnumbers the Peerage pretty significantly. In a war of attrition, the Terran Dictate is sure to win.
Religion
While the Terran Federation lacks a formal religion, it does have a nearly religious devotion to the idea of Earth and its importance to humanity. As part of their broader project, the Terran Dictate promotes a culture of Earth fraternity. This is best illustrated by the anthem of the Terran Federation:

Foreign Relations
The Terran Dictate is enemies with most other political entities, but especially the Peerage.
