Panterra

Panterra was the capitol of the Federation, now the Terran Dictate. It is built in the center of the Sahara District. The most important and central structure in Panterra is the United Congress.
Since the magnetospheric catastrophe  the city has fallen on hard times, just like the rest of Earth. Depopulated, the city doesn't have enough people nor tech to support its enormous infrastructure.

Defences

Panterra is protected by three full divisions of elite soldiers. Orbital defences and fortifications are cleverly disguised in what look like civilian buildings.

Infrastructure

Panterra is designed to handle a population of 100 million, and so all of its infrastructure is cyclopean in scope. Massive channels lead to the Mediterranean, the Atlantic, and the Persian Gulf. A dedicated fusion power plant keeps Panterra constantly running. Silent maglevs travel around the city. Now, however, the infrastructure is decaying. The AI that used to keep the city functioning is dead. Fresh water that used to fill Panterra's channels are fetid and algae-infested. The maglevs are still. The fusion plant still runs, but is unreliable. Instead, children play soccer on the vast empty avenues. The ground levels of cities are plastered with filth and graffiti.

History

Panterra was finished in 2110 as a new capitol of the Federation, built upon the Sahara District to replace Reykjavik. As the pride of the Federation, special effort was always made to keep the city looking clean and pristine. After the magnetospheric catastrophe, those efforts immediately ceased. Panterra became a refugee camp as the Earth went through the Season of Suffering  . The Terran Dictate had made an effort to restore Panterra, but largely that has involved putting large circle-and-cross banners where buildings were damaged.

Architecture

Panterra was deliberately designed to look like a futuristic utopian city, which is ironic given much of the infrastructure is now dated and the design looks retro. Still, Panterra is famed for its design and planning. When it was actively maintained,
