Rowan Cyprianus was the General Secretary between 2250 and 2320, the longest term served by a General Secretary. Her administration coincided with the Federation's Golden Age. She is considered the greatest General Secretary of all time, though very little is known about her personally. Some suspect that her image has been intentionally "cleaned up" and all details that might be embarrassing about her life were wiped from the record.
It is known that Cyprianus's term was exceptionally smooth and uneventful. Some historians think she might be more lucky than competent. Given her legendary, unimpeachable status in the Federation, that is an unpopular opinion. She is the classic subject of plaza statuary.
