Sullen Council

The Sullen Council is the ruling body of Druvenia, consisting of several mysterious figures that declare their decrees through mass telepathy, transmitting their decisions directly into the minds of every Druvenian citizen.
  No one knows who the council members are or how the council came to be, but the church of Resounding Truth allows them their eccentricities due to them still recognizing the authority of the church. Rumors run amok that the council are in cahoots with the Pale Men that inhabit the arid steppes of the Mourning Plateau that extends from the walls of Druvenia to the border of the Black Forest. These rumors are further amplified due to the fact that the council is so magically gifted, even though Druvenia is not exactly known for magecraft.
  The people of Druvenia seem satisfied enough with the council's rule, as there have been no attempts to overthrow or usurp their power. This probably owes to the fact that the council does not enforce any sort of legal system upon Druvenia. Disputes are allowed to and must be settled between the affected parties, for there is no policing force in the city and vigilantism, like any other crime, is not disencouraged in any way.
 

Decrees

To date, the Sullen Council has issued five decrees.
 
  1. Druvenia professes the faith of Resounding Truth and commits to do its part in performing and upholding the Eternal Hymn

  3. The Council trusts Druvenian citizens to live harmoniously and vows not to interfere in their lives in any manner except if their actions threaten the sovereignty or well-being of Druvenia

  5. The Council welcomes the Arachnitha and the S'aue into Druvenia, provided they do not pose a threat to the sovereignty or well-being of Druvenia

  7. The Council recognizes the sovereignty of the tribes of the Mourning Plateau and commits to respecting their independence

  9. The Council sanctions the employment of mercenaries by private individuals to act as private security within the walls of Druvenia, provided that these mercenaries do not threaten the sovereignty or well-being of Druvenia or the tribes of the Mourning Plateau
