The High Council
The High council is the second highest authority in The Empire , second only to The Emperor . The members of the council meet for one week four times a year to discuss about the important decisions that need to be made within the empire and its policies, as well as religious, arcane and civil issues. The process of deciding upon a topic is as follows: The topic is submitted by a member of the council and added to the bottom of the agenda. Then when the time comes that this topic will be discussed, firstly it is customary that the members who have no stake in the motion choose to forfeit their votes as to avoid "paying" other members for votes, although that sometimes happens as well. Then there is a period of debating, during which the members who have points to make debate which side should be picked and the members who have forfeited their votes do not have to attend. If there is a majority the motion passes and is sent to the Emperor who decides if he will pass or remove it.

The High Court is made up of the High Lords , the High Ecclesiarchs , the Warmaster and the Archmagus Supreme .
