Caretakers
The Caretakes are the gang that has complete control over the Floating Refuge, and close ties to all pirate crews that work in the Five Seas and the River Lionel. They maintain order in their home base, and ensure that it remains defended at all times. Their reputation is very fearsome, and being outside the protection of the Laws of the Empire, they are free to take what they want from whoever they want.
Their operations primarilly center around buying and selling goods from Pirates and Maoratari Duchy traders. They also get protection money from any businesses that work on the Floating Refuge, and of course, should any unfortunate people go missing, their money passes on to the Caretakers. Their position as the dominant group on the Floating Refuge was established in the The Vandwig Disaster, as they handed the Imperial forces a devastating defeat.
To the pirate crews that are more closely aligned with them, they offer better trading rates, and, because of the connections of their leader, Isra Al'Sabin, they sometimes have information on particularly rich cargo or caravans that may be coming through, for a heafty share of the loot of course.
There are also rumors that the Caretakers and their leader are connected with the mysterious Syndicate, but such claims are surely unfounded. As everyone knows, the Syndicate is just a story to scare young thieves.
