Isra Al'Sabin

Ista Al'Sabin is the cruel and calculating leader of the Floating Refuge, who runs her gang, the Caretakers with an iron fist. A tall Ahridian woman with the build of a sailor, she is strong-willed, intelligent, and has a vast knowledge of Imperial trade routes and pirates activities. She is also known to be well connected with the Guild of the Golden Eagle and the Grizdenwald Duchy nobility. As a result, she has a very entrenched position at the top, and especially since the events of the Vandwig Disaster, her rule is absolute. She is also known to give pirate captains that earn her favor information about undefended ship caravans, for a sizable portion of the loot of course.

History

The Floating Refuge was constructer over three years by Isra Al'Sabin, a then captain, now head of the Caretakers gang. Isra was a pirate captain hailing from Ahridia, and she saw that there was a need for a place that pirates can gather and organize away from the Empire, and the islands of the Maoratari Duchy were not good enaugh, as they were dominated by local rulers that did not care much for the pirates. She used her small fortune to build what was at the time a small outpost at an uninhabited cluster of rocks, and used her connections to other pirates and some merchants that she had gained from her time as a pirate, to establish it as a basic trading post between the Empire and Maoratari Duchy.

As time passed, and the Refuge became more poppular with pirates, her position was challenged, and to establish order she created the Caretakers gang out of her old crew. After almost a decade, the Refuge was the main Pirate Port in the Empire, and most pirates would come there to rest and sell their goods. Isra's position however would soon be challenged, but all doubters would be silenced after the Vandwig Disaster, which earned Isra and the Caretakers massive ammounts of gold and respect, and established the Floating Refuge as unassailable for years to come.
