The Syndicate

The Syndicate is more of a myth than a real organization. In quiet whispers betwene thieves, they talk about a secret organization that spans the entire Empire, and secretly watches everything from the shadows. It is said that they have connections to all the major gangs, and also are connected with the heads of regional criminal groups in every major city in the Empire, keeping watch over them all with their vast network of spies. Their nefarious goals are unknown, perhaps simply to get money, or power, or both. But if such a group existed, which it surely does not, one would wonder what they would do.

One possibility that many Inquisitors and member of the Empire Nobility have, is that the Syndicate is actually the Imperial Mint, but the stories of their involvement have been inflated by clueless criminals repeating them so often.
