Lucius Cadwell
Current Governor of Sootbury, Lucius is charismatic, vicious, and concealing a barely-restrained temper. He has pale brown hair starting to fade into gray tied back into a long pony tail at the nape of his neck and long, elaborately curling ram’s horns and a short tail ending in a white tuft. He has, instead of hooves, paws, dark brown and mostly covered by white spats under gray trousers and a blue overcoat with white buttons. His only surviving family is his daughter Adora Cadwell, and her child Nathaniel Cadwell. He controls Sootbury and the surrounding Islands with a velvet-cased iron fist, and harbors dark ambitions and deeds, both personal and inherited. He is a close affiliate of Willis Wonderful, and was meeting with Phineas Payne for reasons unknown.

General Physical Condition
Lucius is a tiefling man in his mid sixties, relatively hale and hearty, but beginning to grow sharper with brittle age.
Body Features
Curling rams horns adorn his brow, and like all Cadwells he walks on hind paws, with a short tail ending in a white tuft. His fur is brown speckled with grey and white.

He tends to wear red and grey vests over white shirts and grey trousers, complimented by heavy, fur-edged cloaks and white spats.

Personal history
Lucius was born into wealth and prosperity, raised in the lap of luxury and under the stern, over-protective eye of his father Clement. Lucius was raised alongside his distant cousin Barnabas Bray, a bond once as close as brotherhood disrupted by Bray leaving for school and Lucius coming into the mantle of Governor of the Floating Islands at a young age. According to Bray, the power changed him, and he has only grown worse over time. Lucius has shown great capacity for violence, and it's unlikely that his attack on Phineas Payne was the only instance.
Education
Lucius was largely home-schooled and tutored, attending occasional classes at the Clockwork Workshop before he took on the position of Governor.
Relationships
History
As Governor of the Steam Islands, Lucius is the first Quarter-Hour under Willis's Command. His father, grandfather, and great-grandfather also all served in this position, and Willis has a tendency to forget which one Lucius is after all this time.

Barnabas and Lucius were close as children, but had a major falling out after Barnabas left for school and Lucius became Governor. They currently maintain a distant, professionally amicable relationship.
