Numian Empire

The Numian Empire was first established when the Council of Light was abolished and destroyed by the Eternal Empress. The council had grown complacent and forgotten its duties to both Aerin and its citizens. The Empress founded the Empire on the council's ashes and has since widened its reach and united more and more lands under its banner.   The empire values personal freedom very highly, as long as said freedom does not impede on someone else's freedom. As such the empire has a range of laws to facilitate communal living. It does not however, get involved in the life of its citizens. This also means that the empire does not provide any social support networks for those in need. Challenges are meant to be overcome by yourself, only then can you grow and improve as a person.   Most of the empire's expansion is done via force. The Numian military, fuelled by Dwarven engineering is ruthlessly efficient. Early conquests happened very quickly, as neighbouring regions were net prepared for what was coming. Nowadays, new conquests take more time, mostly due to neighbouring regions knowing what to expect, as well as the ever increasing size of the empire opening up multiple additional fronts. No one expects the empire to be a friendly neighbour. Nonethless, so far no one has managed to halt the empire's advances.

Structure

Legislative Body

The Dawn Senate is responsible for writing the rules and laws of the Numian Empire. It's seat is within Sedem Lux and chair of the Senate is The Eternal Empress herself, although she only rarely intervenes.   As the Church of Aerin values personal freedom very highly, the empire's general laws are not very detailed or strict. Therefore, there can be stark differences between the various cities within the empire in how these laws are applied. Furthermore, cities are free to expand further on the empire's laws.  

Judicial Body

The Lightguard are in charge of ensuring the laws decided on by the Dawn Council are abided by throughout the empire. They serve a double function of ensuring that each city properly implements the empire's laws, as well as enforcing those laws and the city's unique additions among the populace.   Prisons in the empire only serve as temporary holding cells before a judgement can be spoken. Most punishments involve monetary retributions as well as a form of community service for minor offences. Major offences usually require more draconian measures, such as the loss of a limb/body part, death, or conscription into the military.   Judgements are spoken by a Judices, an elected position. Each city also has a Lord Judices, designated by the empire. In cities established during the empire's expansion, the Numian Military fills the role of Judices until such a moment when the military moves on.

Culture

The citizens of the empire believe in personal freedom and the betterment of oneself. Difficulties are supposed to be overcome and if you can't, it was not meant to be. Generally, this makes people very reluctant to ask for aid and if they do, they will have payment ready or they make it very clear that favors are being traded. Charities are non-existent in the empire, and anything that resembles charitable work is regarded very suspiciously.   This mindset paints a very contrasting picture in major cities, where the poor are left to their own devices and usually live in the dirtiest slums of the city, where they are often taken advantage of by criminal organizations. However, if you manage to get out of the slums on your own it is like flipping a switch, as people will recognize and acknowledge your accomplishment - you overcame one of life's challenges, a core tenet of the Church of Aerin.   On the other hand, if you grow up in a wealthy family and have nothing to show for by yourself you will be cast out by society, and people will try and avoid you as much as they can, both on a personal and a business level. Many a noble family has fallen to ruin because their heirs had no accomplishments of themselves. A lot of noble families would send their children to the military in the hopes they would survive a few battles.   The Numian Military is very well regarded among the Numian populace. Their successful conquests have provided a lot of pride and prosperity to the people. Furthermore, for the poorer populace, it provides the best opportunity to get out of the slump. If your service doesn't kill you, it sets you up for life.

Public Agenda

The empire aims to unite the known lands, and therefore provide a united front against the eternal forces of chaos, which constantly try to invade and destroy the world.

Religion

Within the empire the Church of Aerin is the only legal religion. Before the empire, however, a variety of beliefs were held. Some have survived in the empire, but none of them are practiced openly or have a large following.
