Losenxagabe (Loh-zehn-/ks/ah-gah-BEH)

Losenxagabe, or better known and translated as the Council in English ( Losenxagabe = the Council / Senxagabe = Council), is the legislature and ruling government of Lexicon. Lexicon's government is best described as an clan-based oligarchy. The full description of the Lexiconian ruling government is a matriarchal merit and clan based oligarchy with slight tinges of aristocracy and geniocracy.

Structure

Losenxagabe is comprised of the heads of the ten most powerful, skilled, dominant, influential, oldest, wisest, and wealthiest Vharaco of all and headed by Losenxagabet'on, who is the elected head of Losenxagabe.   In each Vhara that's on Losenxagabe, the Vharat'ono traditionally choose an apprentice, called Vhara-kaierit in Lehkcia, to pass all their knowledge and secrets and to be their successor. Usually it's chosen though skill, willingness, and education, and due to their matriarchal and matrilineal culture and society, it is out that one of the women in the Vhara are chosen for the position, which is considered to be a very esteemed position, as it signifies the that they will be next Vharat'on and thus the next leader of their Vhara.

Culture

Despite Lexiconian culture and society's very strong emphasis on unity, honor, family, knowledge and merit, Losenxagabe has a long history of and is notorious for all sorts of political intrigue, with many Vhara Heads having an agenda and their own motivations, fighting for political influence, power, control, and their Vharaco all over Lexicon. Vhara feuds and Vhara rivalries are extremely common and run deep as a result.   Lexiconian political scheming, subterfuge, power struggles, and intrigue is usually subtle, secret, and kept in the shadows. However, Lexiconians have a firm sense of honor and are good with diplomacy. Duels, whether debating for knowledge and showing off their intelligence or the normal combative one fought with melee weapons like khatra, are common and tend to be taken out in the open and not secret.   Lexiconians that belonged to the same Vhara defended one another at every opportunity while those from rival Vharaco searched for facts that could be used to snipe or undermine the other while attempting to secure any advantage for themselves. (Only in Losenxagabe do you see this fully out, all other areas do not show and have the huge subterfuge, deviousness and scheming shown in Losenxagabe).   It is extremely uncommon and rare to see a man be the head of a Vhara or have a man on Losenxagabe, because politics are dominated by women as they are and still are traditionally the Vharat'ono and leaders of society, not to mention how uncomfortable Lexiconians are with the mere idea of a male in such a high position of power.  
Accoutrements
  When elected to Losenxagabe, members, called Senxagabeito, are entitled to the emblem of Losenxagabe, only they are authorized to wear it and use it. The Losenxagabet'on, who is the elected leader, however wears and uses a slightly altered and different version of the emblem. Losenxagabe's emblem is also the symbol of Lexicon. Only 9 of Losenxagabe emblems are made and exist, one for each Senxagabeit, which are then passed down from one Vhara to another, or in some cases Vharat'on to the Vhara-kaierit if the same Vhara has held on to their seat for a long time. When a Senxagabeit is removed from their position for whatever reason, they must give up the emblem.

History

Located in the Lexiconian capitol city of Lewekh, Losenxagabe is comprised of the heads of the ten most powerful, skilled, dominant, influential, oldest, wisest, and wealthiest Vharaco of all and headed by Losenxagabet'on, who is the elected head of the Council. Different Vharaco tend to come and go and change from time to time depending on time period, events, fortune and disgrace, merit, society and their Vhara themselves, so the Council don't really have the same Vharaco sitting for all of its long-storied history although a few Vharaco still have retained their seats ever since it was founded and for as long anybody can remember. A Vhara either can rise to prominence or it can have its fortunes reversed and a fall from grace due to a scandal or something else.
