Tatum’s Overture at Minos

A Tau Level Administrative Briefing With Specific Federacy Officials Beautiful system, mid 0222 FE. Below represents Tatum's Summary Statement.   Ever since my Activation, I've had nothing but grief. But now, now I'm just ticked off. Your suspicions have proven unfounded time and time again. Nora, though she's one of the most powerful "unschooled" telepaths in Federacy space, is trustworthy.   You have received my reports. You have the accumulated Security Data. I have sat before your reviews and scrutiny. You have found nothing that would even set you on edge or suspicion other than the fact that it is we and not you that are directly in access to not only a planet full of telepaths and artifacts, but Lumi knows what else lies beneath the surface.   It is your own policies and actions that have given the Minans reason to mistrust your motives, but we have maintained the course of our original charter. I have informed you that you're going to have to trust us and you're going to have to trust The Processes that you have in place or else this whole thing falls apart as you violate your own ethics and rules. Your failure to do so has set in motion a course of actions whom we cannot be held completely responsible for.   An Admiral who, for some reason, came out of retirement after a long and distinguished career, shadowed and pursued me, and unfortunately for him, he was not aware that I was a Troubleshooter. Had I not been, had I not had access to the resources that I have, he would have done unfortunate and irreparable damage to our program on Minos. Someone has gone through great trouble to manipulate very high standing persons, and this has the mark of one or more Major Houses over it.   Someone had quietly been given the rights and authorities of a Provincial Overseer, even though this planet is not even under Federacy jurisdiction; this personage was allowed to "quietly" babysit us, scrutinize us, report on us, and surmise motives of our works. Understandably, The Event (what Taylor and Perry did) was not performed by Standard Protocol. But instead of letting The System work itself properly, you called us on the carpet, essentially revoking the diplomatic immunity that you granted, and in doing so, essentially denying an opportunity for the leaders of Minos to come together effectively as a governing body on a significant situation relating to higher technology and known-space wide safety policies concerning the theoretical existence of an Extra-dimensional Threat.   When proper investigation was conducted, you could find no fault with our operations other than "It's Highly Unorthodox." We are working with a non-Federacy telepathic species sitting on a world potentially full of Precursor Artifiacts. Tell me where “Orthodox” fits in that.   When we made the recommendation to formalize a Charter which worked directly under the Downtown Transition Authority permitting us to work closely with the Xanadans, you unanimously agreed to it with the stipulations that the Mina themselves had given. It was you who made the argument: “Exactly because they are not a singular world government, we must all the more Grant this unique group of peoples the opportunity to come together and make decisions in a mutually entrusting manner, because they may be stewarding the most important resources in known space. Entrusting them with their own destiny comes at a great potential peril, but also great potential rewards.” Those were your closing remarks.   Your laxity in maintaining your own Protocols allowed creation of a situation which nearly undermined everything you had promised the Minans. And I assure you: they are quite aware of it. What you could not anticipate is that they would insure their own safety by making one of us their own at a level you cannot begin to grasp, and now they have leverage at the bargaining table that you cannot imagine because we have reason to believe that they have effectively infiltrated our culture using their rather unique abilities.   If you have learned anything about this crew and I, you realize that we would get to the bottom of this conspiracy probably sooner than later. If you had respected The Process, we could have spared you potential embarrassment. When I in turn give the full report and your reply to the Mina in an effort to save face, you still may have done irreparable damage. But I will do what I can.   I file my official recommendations as follows:   As a Troubleshooter, Arbiter of the Sixth Order, in the face of Clear and Reckless Actions Endangering Diplomatic Processes of the Highest Order and Sensitivity, which may have endangered processes to secure access to sites and/or artifacts deemed by the Federacy High Council of Utmost Importance to it's security and posterity, of which we base the underlying mandate of our current Charter; I move for the following:   1. "Removal" of Commander John Stixx and the two co-conspirators named further in these documents. 2. Abolishment of the role of Federacy Prefecture until such time as the Mina call for such “aid” from the Federacy 3. Acknowledgement of the standing of Embassy Status for the Triume of MIT and the Xanadan Elders
  • This status will also be extended to the Dometown Delta region.
  • You will set safeguards in place within one year to ensure the maintenance of the Status.
  • All who attempt to assail this Status without probable cause will be dealt with as Potential Threats of the Federacy, as per existing Special Protocol.
4. Diminishment of all reproaches for any persons involved in any Prior Action since we have been formulated as a Charter excepting myself.
  • As Triume Chief, I take full responsibility for all things done on my watch. Under normal circumstances, I would normally hold both of the parties involved in the matter of The Event as culpable, and of course the other members of the Triume. However I request leniency on this matter due to the fact that if it were not for actions on the part of the Conspirators in which they essentially exposed themselves, the probability of the uncontrolled aspects of The Event would likely have not occurred.
  • However, they do not go without consequence. I submit that in light of all findings that the following is adequate given the needs and the necessity of our charter: By my insistence, I have suspended all of the Team’s field operations on this planet for a period of 6 months. They are to leave Mina space and not return for a period of no less than 6 months, with the exception of Class One or Class Two emergencies, which, if necessary shall be transmitted to them upon the highest of Federacy Special Operative Channels.
5. Concerning the disposition of the Curiosity Alpha
  • You will extend the lease of the Curiosity Alpha to Minos indefinitely, though I urge that you may want to consider making it a gift to them. You will, however, continue to pay Perqs for the crew and to DTA for any actions taken which benefits the Federacy.
  • As an act of gratitude for their assistance in uncovering Enemies of the Federacy and to better prepare them for missions both abroad and here on Minos, you will give the ship Curiosity Alpha 10 days to refit at your Specialized Facilities at Beautiful. Carte Blanche. Our Lead Engineer, Perry Narwhal, will take point on the refitting processes. However, all items are, like the ship, only on lease.
6. Especially in light of this incident, the Xanadans are intent upon establishing a provisional Minan government.
  • If this should occur, the Mina are to be extended a line of credit befitting a Starting Colony of their Special Disposition with an extended non-interest debt repayment not to exceed 100 years as opposed to the usual 50 years as a tangible apology to their agreement to forward this process, and as a offering of Goodwill.
  • It is understood that with such resources comes the office of a Federacy steward. This is acceptable, and the Minans understand and accept this. The office of stewardship will be at Minos Base or another acceptable location provided by the Federacy that is not on the planet proper, per standard protocol.
  • Further consideration will be given of transferral of employment rights within Downtown Delta from Federacy Citizens to the Xanadan Elders and appointees they find acceptable. Persons will, of course, be paid from the line of credit extended to them as previously supplied unless a sufficient alternative means of delivering Perqs is provided.
Many are convinced that the Federacy should not be in possession or control of Precursor Interests. I am convinced that there is no other body that should be in control of these interests. But if you cannot and will not protect those who are serving you loyally to achieve your goals and interests, which is to secure the security of all of our people, then I am not the person that should be in this job.   Be warned however. Your own assessments show that the Mina are positively disposed towards MIT in particular, but are mistrustful of any Federacy interests beyond them. Therefore the chance of getting another Minan supported High Functioning Team in place within a period of no less than 10 years is incredibly low, if possible at all. Honored Leaders, with the incursion of the Gemants into our space, I don't think we have 10 years. If we cannot persuade the Mina to stand as our allies, not our servants, or under our boot, they will work against us, and the loss of their favor could cause a setback which may be one of the most important factors of understanding and possibly mitigating the potential damage which a possible Gemant incursion may cause.
This conversation was held at a Tau Level Key Administrative Briefings and sets the backdrop for the new campaign.   Ultimately, Tatum's representation of MIT and the Minans, while unorthodox, was effective. The Alphans essentially are MIT (with two of the PCs forming their Triume. Tatum has voiced his official concerns that significant actions which could have hindered the mission of MIT in securing access to the Precursor Sites at Minos Prime have happened.   At the same time, he knows that the actions of the Alphans have been borderline irresponsible, while indicating that other forces were - and are - at play that have created opportunity for the manifestation of extremely improbable results which were - and are - beyond their control. One such situation is the maneuvering of the Xanadans and their insistence that @MIT be placed withintheir joint authority. No one saw that coming! His implications are significant. Who are these players and why is MIT having to fend them off though that should be the Federacy's job? These are definitely Major House level resources and intrigues at play. Who has upset the Minans so thoroughly that they've had to go through extraordinary measures to protect themselves - albeit they are likely justified given the Federacy's history of simply securing precursor artifacts for themselves under the guise of "security interests."   Finally, in the appendice of his report he indicated that the team has been "socially compromised, and this compromise may go further than he's able to account for or than he is consciously aware of." He has verified that all key players of the team have been in significant telepathic contact with the Minans, but he believes that it has only occurred at the level of communication - however, he has indicated that He cannot be sure. The Triume system is supposed to be a system built upon checks and balances, but if the entire Triume has been compromised...?
