Pellvyr

Pellvyr is a small town in Laedor Thilis that dates back to ancient times. Pellvyr is located just southeast of Lake Motoko, on the road east from Beltar.

Government

Laedor Thilis has formally been a province of the Kingdom of Laeryll since its founding. After the War of Sisters, however, the elves had hardly paid any attention to the region. When humans arrived to repopulate Pellvyr, the town was largely, but not fully abandoned, so that ancient political structures remained, albeit in a watered down form. In 903 LC, the Council of Merchants as it had existed in ancient Pellvyr was limited to Barnus Bluntstone, a human who used the town as a source of tribute and oversaw commerce in the area. At the same time, property claims in the mountains were still administered in accordance with Laeryllian law by remaining elves who insisted on maintaining the old ways.   Bluntstone did little to secure Pellvyr and tolerated banditry, racketeering and fighting in the town. In early 903 LC, the assorted thugs came under control of a mysterious leader, which brought Bluntstone to strike a deal: the group, now known as The Vangals would protect Bluntstone's interests, while Bluntstone himself would ignore all illegal activities of the group.   This situation escalated in Marat that year, when a group of adventurers got into fights with the Vangals and burned down their favorite bar, killing several thugs in the process. This led to a backlash in which the leader of the Vangals, as well as bugbears and a small army of bandits, came to Pellvyr to kill the adventurers, who had conveniently left town. Armed locals, supported by the gnome trader Larno Liggleflips and Fist of Ush agent Sigrid Brightface, managed to drive the Vangals back, and proceeded to clean out the Vangal hideout beneath Lakeside Manor. The leader of the group, however, managed to flee.   As a result of these events, the people of Pellvyr raged against Barnus Bluntstone, who agreed to an investigation into his behavior by Sigrid Brightface. Brightface set up a tribunal that combined Laeryllian law with the War Codex and set up a local militia, restructuring the governance of Pellvyr according to tenets of Ush. This all happened without the involvement with the Kingdom of Laeryll, however.   In the current governmental structure, the town is again led by a Council of Merchants, made up of local clergy and entrepreneurs and presided by Sigrid Brightface. Brightface has executive and legislative power.

Defences

Since the skirmish against the Vangals, the town has raised a defensive structure around the roads, consisting of road blocks, guard houses and barbed wire.

Locations

Pellvyr still shows the remains of old elven structures, recognizable by their rounded architecture but engraved with both dwarven and elven motifs. Most of the town consists of new buildings that are clearly human-made: some of those are made of brick, some are made of wood but all are straight-edged and functional.  

The Square

The Pellvyr Square is circular and laid with white setts. It is built around an ancient circular fountain, which is concentric with the square. The fountain stands a meter tall, with embossings at its outside depicting gnomes, dwarves and elves dancing together. The embossing also shows the standing stones of Pellvyr. In the middle of the fountain basin stands a statue of Nesidyn the Bard playing flute, surrounded by fish who are rising from the water to join him in song, as the story goes.   The fountain was built in 103 BLC, to celebrate a visit by Bothandal the Crafter during which he brought his 50-year old twin daughters, the princesses Galythiel and Morsyana. Nesidyn's story was Galythiel's favorite myth, and so the fountain was built in her honor. Morsyana, who was more interested in arcane history, was given a tome of magic collected by Sathorius, the wizard member of the Council of Merchants at the time.   If any song played in the vicinity of the fountain contains a theme or more from the work of Nesidyn, the water of the fountain will reach higher and further. This spell is a permanent tribute to the old Bard, which functions to this very day.  

The Gold and Red

Main article: The Gold and Red   A brewery and inn owned by the venture capitalist dwarf Gondwen Huckstone and established in 903 LC. Huckstone never ran the bar -- he originally hired the previous owner, Tobias Woodson to maintain affairs. Huckstone added the brewery to the inn, as he had successfully established Hedgehog Brewing in earlier years. The old inn contains four single-person rooms, all of them on the first floor. In the future, the brewery should also offer accomodations for guests.  

Thyrr's Provisions

A warehouse dating back to 820 LC. It was started by the human woodsman Tymo Thyrr, who ran the place until his death. It has been in the hands of many entrepreneurs ever since. The logo of Thyrr's provisions is a red alligator biting upwards.  

Thilithil Wood & Furniture

A saw-mill and carpentry run by three elves, including the founder Thilithil.  

The Pellvyr Stones

The Standing Stones of Pellvyr (also known as the Pellvyr Stones) are a circle of large, polished stones. Concentric with this circle, and in between the stones, are rocks that have been formed into seats of various sizes and qualities. Many of the polished stones contain writing in Labarean, Laeryllian and Khanduun.   See main article: The Pellvyr Stones.  

King's Swamp Smithy

Here, some weapons and mostly agricultural and mining tools are crafted by the human smith Blythe Arunsen.  

Pellvyr Furnace

Here, ore from the nearby mines is smelted and refined.  

Bullywug Bar

The remains of a small bar dating back to 890 LC. It was named after the tradition that would see captive bullywugs do song and dances on stage. It was burned to the ground in Marat 903 LC, as part of the events that led to the downfall of Barnus Bluntstone. Its proprietor Baknur the Beast is serving jail time for his support of the ruffians that had terrorized Pellvyr.  

Trading Pos

One of the few functioning elven buildings, the trading post serves as a general store and a place for merchants to purchase local craftwork, such as weapons, furniture, wood, grains and fish.

An exchange for ore and refined metals.

This shrine to the goddess of fortune and protection is maintained by the elf Gwylynn Daruthassen.

Lakeside Manor

A dilapidated building overseeing Lake Motoko, that was once inhabited by elven emissaries. This heritage is shown through murals that grace the inside walls of the manor, and the intricate carvings that can be found in the mausoleum in the cellar. The Vangals used the cellar as their hideout before it was clear by Sigrid Brightface, Blythe Arunsen and Larno Liggleflips.

History

The oldest mention of Pellvyr is from 360 BLC, when Laeryllian king Bothandal the Crafter claimed Laedor Thilis as his private land. In subsequent decades, dwarves from The Porcupine were given permission by him to mine in the area. Pellvyr prospered in those days and became a rare meeting place for elves and dwarves. During the War of the Sisters, dwarven mercenaries also settled in the area: Khandar's Blessing is testament to this era. After the war, , the security of Laedor Thilis weakened. In the first century Pellvyr began experiencing regular raids by orcs from Lorr Tahak and the Thracyll Mountains. While remaning troops from The Porcupine attempted to fight off the orcs, it became clear that the elves were neither willing or able to support such efforts. The dwarves retreated and at the end of the first century LC, Pellvyr and the surrounding mines fell to pillaging orcs.   For centuries, the area remained unsettled, but the Invasion of Silimanis prompted human migration towards elven territories. Inspired by a dwarven folk tale about Pellvyr, one Silimani village set out to look for the ancient town and found it in 745 LC to repopulate it.   During the 8th and 9th century, Pellvyr sustained itself through fishing and hunting and redeveloped small mining operations. This opened a trade route with Zhai, but did not lead to extensive growth of the town. The discovery of zholtan deposits in 900 LC and an increased demand for metals caused a growth spurt for Pellvyr, attracting explorers, miners, brigands and adventurers to the minimally governed settlement. This also drew the attention of the Kingdom of Laeryll, which had thus far abandoned Laedor Thilis. In 903 LC, Province Keeper Illitran Varalei of the Small Provinces devised a new tax plan for Laedor Thilis, to benefit from the increased economic activity in the province.   In late 903 LC, a Fist of Ush operative named Sigrid Brightface took over town and tried to instill order after a conflict between brigands and the townspeople almost burned Pellvyr to the ground. His plight was complicated by the appearance of the young green dragon Tadelphyxia who demanded symbolic tribute to her mother and threatened to destroy the fledgling town.
