The general population of Sandpoint and the Town Council
The townsfolk themselves, ably represented by their mayor, Kendra Deverin. Kendra keeps a manor to the south of town, but the business of running Sandpoint and seeing to the needs of its people is focused in the town hall.
This is a faction. Reputation will be gained or lost based on favors and disservices to the faction.

Structure
Sandpoint is led by an elected Mayor, who fills one of seven seats in the Town Council.
Four council seats are always held by the heads of the four founding families of Sandpoint. One council seat is held by the mayor. The remaining seats are elected. If one of the family heads is elected mayor (as is currently the case), the mayoral seat and founder's seat are combined, and a third seat is elected.
The current Mayor is Kendra Deverin. Current councilors are Ethram Valdemar, Lonjiku Kaijitsu, Titus Scarnetti, Abstalar Zantus, and Kaye Teserani.
Each seat is held for a 4-year term, and elections are held in the given year on 7 Neth.
Culture
Though increasingly busy with visitors who have come to see the Old Light, attend the Theatre, or visit the new Sandpoint Cathedral, the people of Sandpoint maintain the air of a sleepy fishing village.

To maintain a self-sufficient, quasi-independent town on the frontier of Varisia.

The town treasury, held in the town bank beneath the town hall, and command of the town including the town watch. Influence over most goings on in town.
History
Sandpoint was founded in 4666 AR by a group of settlers from Magnimar. Though there were, at first, violent conflicts with the local tribe of Varisians, who used it as their winter settlement, eventually a pact was negotiated giving a generous share of the settlement's profits to the Varisians, and ensuring Desna would always have a temple within the city.
In 4702 AR there was a time called the "Late Unpleasantness" during which several tragedies struck the town, including the burning of Sandpoint Temple and the death of then High Priest Ezekian Tobyn.
In 4707 AR a new, larger, stone cathedral was opened on the site of the former temple.
Demography and Population
1,240 citizens officially inhabit Sandpoint. Of those, most live in the city proper, the population outside the city being mostly farmers and loggers. Approximately 90% of the population is human, of which the two largest ethnic groups are Chelish and Varisian.
Territories
Sandpoint's control over the Hinterlands is nebulous. Certainly the local farmers, loggers, and quarry workers consider themselves part of Sandpoint, as do the founding families who keep their manors on the other side of Sandpoint Harbor. The leaders of Sandpoint feel they have the right to exercise control over the Sandpoint Hinterlands given that the only other organized inhabitants are bandits and goblin tribes, but without a military force those who live outside the city must practically care for themselves against the dangers of the wilds.
Military
The Town Watch consists of Sheriff Belor Hemlock, a dozen full-time guards, and about 20 or so servants, smiths, cooks, bookeepers, couriers, and other support staff. In an emergency the watch can call on the town militia, consisting of 62 able-bodied citizens who are trained once a week.
Technological Level
Only common items are readily available here, and spells of up to 2nd level. However, due to its position on a trade route, merchants occasionally bring in uncommon or even rare items to sell on market day. There is also usually at least one traveling spellcaster selling spellcasting services, and occasionally they are powerful enough to offer spells of higher level than are readily available in Sandpoint.
Religion
By far the most popular gods are the six represented in Sandpoint Cathedral: Abadar, Desna, Erastil, Gozreh, Sarenrae, and Shelyn. Desna is of special significance, since the standing stones in the center of the Cathedral were a Desnan holy site to the local Varisians since before recorded history. Desna remains the most popular deity among the Varisian population.
Worship of evil deities (those whose sanctification must be or can be unholy without the option for holy sanctification) is forbidden in town. Otherwise the townsfolk might look askance at anyone who worships a deity uncommon in Avistan, but there will be no legal trouble. Indeed, Father Abstalar Zantus considers himself a spiritual shepherd for all the legal religions, not just the six worshiped in the Cathedral.
Foreign Relations
The four founding families are from Magnimar, and they maintain ties with their extended family in Magnimar. Due to its proximity Sandpoint falls under Magnimar's influence. Though there is rivalry between Magnimar, Riddleport, and Korvosa, in Sandpoint that rivalry never grows hotter than the occasional jest or sneer.
Laws
Like Magnimar, Sandpoint has few strict laws, preferring to allow Sheriff Hemlock and, if need be, the Town Council judge actions on an individual basis. What laws do exist generally have to do with regulation of market days, taxation, and the culpability of visitors for any disturbances they cause.
Agriculture & Industry
Sandpoint has many farms within five miles of the town to the southeast, congregated along the plains between Whisperwood and Mosswood. Generally speaking these farms do moderately well, producing enough in excess of subsistence to sell at the weekly farmer's market in town. Tickwood, two miles east of Sandpoint, has an active logging camp that sends its logs floating down the Turandarok to the Sandpoint Lumber Mill in town. These logs are primarily pine, fir, and redwood, and the loggers work with the churches of Erastil and Gozreh to ensure they do not overlog. Finally, the Ravenroost Mountains half a mile east of the city contain a small limestone quarry sufficient for the town's need for stone. Though these places can call on the Town Watch in dire emergencies, most of the time they are expected to defend themselves against any dangers from wild beasts. Wild game are hunted by some within town, and often sold to Sandpoint's taverns, particularly the wild boars of Tickwood which are a particular hunting target of Sandpoint's wealthy.
Trade & Transport
Sandpoint stands at an intersection of two passageways of travel, which make it an ideal crossroads for merchants. The Lost Coast Road links Sandpoint with Magnimar, and forms a key part of the Kaspakari trade route which runs between Magnimar and Galduria, though the road grows more treacherous east of Sandpoint. This trade route links up with the Stranger's Lattice, a trade route that runs throughout the Cinderlands of the Storval Plateau. Sandpoint Harbor, a natural harbor south of town, connects to the Varisian Gulf. While most ships stop at the larger harbors in Magnimar and Riddleport, Sandpoint Harbor still sees a large amount of traffic. The Turandarok River is used for fishing and floating logs down from Tickwood, but not for transportation. The farther you go upriver, the more dangerous it becomes.
Education
Education is not compulsory, but the Turandarok Academy is available as a primary school to teach children. As a result, most people who grew up in Sandpoint are literate and have a basic education. Further education is handled through apprenticeships or tutoring.
Infrastructure
The Turandarok River provides fresh water, and the peninsula formed by the harbor and the Turandarok make Sandpoint quite defensible, though it has never needed that. The south road into town is unguarded, but the north road has a wall with towers and a gatehouse to ward off goblin attacks from the hinterlands.
