Sandpoint Town Watch (sANd-poynt tOUn wAHch)

Sheriff Belor Hemlock commands the Sandpoint Town Watch. The town watch patrols both the settlement’s streets and responds to calls for help from the Sandpoint Hinterlands, and are responsible for the safety of the citizens of Sandpoint. The town watch is based out of the Sandpoint Garrison

Structure

Sheriff Belor Hemlock leads the Town Watch and answers to the Town Council. Below him are two Captains, each of which lead a squad of five Lieutenants. There are also about two-dozen support staff at the Sandpoint Garrison, and deputized citizens as needed.

62 able-bodied citizens attend weekly training as the Sandpoint Militia. While they are not a well-organized force, 6 of the citizens who actually take this training seriously have been named Sergeants, who in turn report to the Lieutenants, Captains, and ultimately Sheriff Hemlock.

Culture

Neither the Town Watch nor the Town Militia have to face any regular threats. Most crimes in Sandpoint involve simple disputes, property damage, or theft. This has led the watch to see themselves as Sandpointers first, Watchers second. Belor Hemlock wishes that the watch and militia were more serious about their duties, but he does his best.

Assets

The Sandpoint Garrison, which is a stone fort. Within is an armory of weapons for outfitting the full Sandpoint militia. Further, the militia itself is at Sheriff Hemlock's command when needed.

History

The previous Sheriff, Casp Avertin, died during the late unpleasantness five years ago. Then-Captain Belor Hemlock solved the case of his murder, and was appointed as sheriff shortly thereafter.

For the most part the Town Watch and the Clerisy see eye to eye on most issues. Their main differences is in their attitude toward punishment and redemption, where some, though certainly not all, members of the Clerisy would wish a softer approach. However, due to the small size of the Town Watch, there are few incidents of brutality that might strain relations.

The Town Watch keeps theft down, which makes most of the merchants very happy. The exceptions being those few merchants who are involved in illicit activities.

While some citizens feel any organized law enforcement is too much - particularly the criminal elements - most appreciate the Town Watch. The reverse is also true.

The Scholars know that if any threat from the past were to rear its head, the Watch would be Sandpoint's first line of defense. As such, they tend to think well of the guard. For their part, the watch has no trouble with the Scholars, though the guards tend to focus on more pragmatic matters.

Sheriff Hemlock suspects Scarnetti of illegal dealings, but as of yet has been unable to prove it.

The only thing that keeps the Town Watch from rounding up every Sczarni is a dedication to proving wrongdoing before arresting. The Sczarni know the Town Watch are their enemies, and despise them.
