Who IS in charge anway?
Threading a fine line between strict theocracy and complete anarchy, governing this world isn’t always easy. But one thing is for sure: someone needs to take charge and work for the good of people living here. The only ones that can be trusted with such an important task are, of course, the fairies. But not any fairy will do, and the process of choosing the right one is a pretty interesting one.
Who is a Head Fairy of District?
But let’s back up a bit and see how the world is governed to begin with. The world is approximately divided in a few large areas, such as Fairy Gardens, Ä+*4~ and Desert. These may be divided in a few yet smaller parts, and these even smaller parts are divided in numerous towns, or districts. Each of these districts is considered to be a unit governed by a Head Fairy of District. Among these, a Head Fairy of Area is chosen as well, to be in charge of a larger number of districts.
But how are they chosen?
It’s clear that being in charge of a whole district or even area is a pretty daunting task not everyone is cut out to do. Only the smartest and most capable may earn this title. And the way to find out who is the most capable for running a town seems pretty obvious if you think of it. All of the Fairy Priests of a district are to play a detailed city building game, heavily based in the real world and its problems. This game makes them deal not only with the real world’s problems, but has them face some pretty outlandish scenarios to see how they would react and solve anything from the simplest to most complex issues a town may face. The rules are pretty strict and don't allow for any cheating or shortcuts to earn the title of Head Fairiy of District. This game is played over the course of 5 months every 8 years. After the end of the 5 months, the fairy who earned the most points in the games is given the title Head Fairy of District that they will keep for the next 8 months.
Are they even working?
The job of Head Fairy of District is quite simple: listen to people’s complaints about their towns and lives and try to figure out what to do about it. On occasion it is appropriate to consult other Head Fairies of District and Head Fairy of Area about the issues at hand. They are trying their best to do their jobs and to do what’s right and best for the people, but it’s not always easy when your whole world is perpetually teetering on the verge of complete anarchy. It probably wouldn’t be this way if the world wasn’t governed by a bunch of fairies whose work experience consists of 5 months of playing a game, but this is a story for another time. However, this game will only be played over the course of 5 months every 8 years, just in time for the new head fairy of district to be chosen.
