Freecity of Noermak

Demographics
Roughly half of the population of Noermak is humans, and the another half is evenly divided between all the races of Evernight. Everykind of traveler can be found from the city.
Government
Noermak is ruled by the Council of Three, a group consisting of three wealthiest members of the city, Larif Duskhall, Burgot Ynitsedon and Cieri Windshout. They use their own soldiers to keep the order in the city, and act as a judges and lawkeepers. They also own most of the city and its assets.
Noermak is a freecity, meaning that the city does not acknowledge authority of any other power in Evernight. All crimes and bounties from any kingdom or city-state is declined in the city, and thus it acts as a safe haven for criminals and alike from all corners of the world.
Defences
There are few threats to Noermak, as the surrounding islands are devoid of aggressive barbariansa and Kuo-Toa kingdom of Three tusks is far away. Pirates have only small influence in the eastern part of the Isles of Dawn. The city's defenses are build from personal guards employed by the three rulers of the city, and sometimes even these different guards argue or fight against each other.
Industry & Trade
Trade, fishing and farming are the three pilars that keep Noermak as a relevant and important location.
Infrastructure
Noermak lives through two things, its port and fields and orchards surrounding the city proper.
Guilds and Factions
Each member of the Council of Three has their own agendas within the city, and more often these agendas cross each other. Most of the citizens are tied somehow to one of the three. In addition to these factions there are few associations that claim some modicrum of independence from the Council of Three. These are Embassy of Three Tusks, local branch of Darksbane corporation, the Alchemists guild and temple of the Guide.
History
Noemrak came to be as Yronel Duskhall found a ideal spot for larger port from eastern parts of the Isles of Dawn, comfortably far from main areas of pirates and slavers and surrounded by lush environment fitting for farming. There he started to build a city, and with promise of status of freecity, many folk began to arrive to the area.
Geography
Noermak is located in an island with deep forests and fertile lowlands. Lightstones are scattered everywhere in the island and the surrounding ocean ensuring light all year long. A large natural windbreaker is protecting the bay of Noermak from storms.
