Council of Five

The Council of Five is the governing body of Tibal it is made up of the five settled clans of Tibal. They govern Tibal, regulate trade, law enforcement and control and maintain PALLAS and its city guard and the standing army/guard of Tibal that protects its boarders and trade routes.
The Five Clans that makes up the Council of Five are the Mountain Foot, Stone Claw(they run and made pallaus), Snow Claw (clan to the north is the navy/fishers of and mages of Tibal) Night Tale clan(controls east lake they are the story tellers and historians) and the Sun Fur clan(they are the trader and merchant clans)
The symbol of the council is a clawed paw print inside a pentagon.
