After the attacks on Quirin Umer, the Council of Dragons recognized the need for another type of military force. One that would be capable of simultaneous operation across the continents, able to mobilize at an instant's notice. The current military was unable to do so, as it was composed of various armies that were always stationed in the regions that they originated from. This made it difficult to deploy large numbers at once, given the distance between the armies.
The Defense Force teams were the solution to the problem. Individualized military units that weren't loyal to any singular region, but loyal to the government and their wishes. Nothing could go wrong.
Foundation
The creation of the Defense Force was a piece of litigation that had already been voted into official status before the attacks. The Council were ready to create the teams so they could be utilized as faux mercenary units and special operation teams, sent in to solve problems that the regular military covert ops couldn't. The trick behind this was that the teams would be comprised of mostly normal individuals that bore little, or none at all, connection to the government. Their recruitment would remain a secret, keeping their identities and status hidden as well. But, after the attacks the plans for the integration of the Defense Force was sped along, the ideals changed as well. Rather than being secretive covert ops, they would be publicly known heroes that the masses would recognize. It would serve as a deterrent both to the attacking dragons and any potential rebellious groups, but if a Defense Team started to outlive their usefulness, outside forces could be "negotiated" to deal with the problem. And no one would think otherwise. It was a win-win. A majority of the people that would comprise the early teams of the Defense Force were actually present on Quirin Umer during the meeting when it was attacked. The Dragon Overlords had first say in who they wanted to be enlisted, as did any Council member who knew of someone that would be fitting for the teams. Those invited were given special invitations wrapped in a special government letter, delivered by representatives of whomever sent it. After the meeting went awry, they returned to their daily lives, only to receive their draft letters weeks later. The Defense Force had been created. Players no touchy this spoiler, or your DM will fite you irl.In reality, the Defense Forces were rushed into creation by the Council over the fear of the Gem and Ferrous dragons returning. The long-held secret of the The F-G Rebellion was under the risk of being made public if the attacking dragons were successful in what they planned. If that secret were to make its way into the public eye, the faith in the government would collapse not only from the lesser races, but the higher races as well. They could not let the truth be made public. So, the teams were created ahead of schedule so that they could be used to stall the invaders long enough for the Council to find a permanent solution.
Training
The enlisted soldiers made their way to a training camp just outside of Virdio to take part in their training evaluations. The leaders for the organization were present during the camp and served as the proctors for most of the exams. The Dragon Riders Leovold and Ganvorth served as the first and seconds-in-command, while their close friend (and military espionage leader) Duaak served as the third-in-command. Because most of the soldiers already had backgrounds in fighting, espionage, assassination or other relatable tasks, there wasn't much "training" that took place. Rather, the enlistees were separated into two groups that would each be taking two exams, with one group undergoing one, while the other group took part in the other. The two exams were a physical exam proctored by Ganvorth while Duaak proctored a mental exam. The soldiers were to be ranked based on their results in each of the exams, then would have their scores tallied up into a final number. The teams would form around individuals with similar scores, backgrounds and ideals. That way they would best complement one another to lessen the odds of any infighting. The teams1 were revealed in a ceremony later that night after they had been chosen by the three leaders. Each team was then given their first assignment to accomplish. They would have the night to rest but would quickly make their way into the world. After those assignments were completed, they would be on standby to receive their next task whenever it arrived. Structure
Thirteen teams were formed for both Chromaticos and Metallan, a total of twenty-six teams. Each team is comprised of six to eight members, all with varying levels of talents. Extreme care was used to ensure that no team wouldn't have steady access to offensive, defensive, or healing magic. Some teams were also formed with specific purposes in mind, such as infiltration, assassination, skirmishing and magical creation. The members are free to interact with one another and form bonds to better integrate into their new lifestyle. For some, especially those that do come from opposite backgrounds, this may be a tough task. A leader is encouraged to be selected by the members of each team. While it is not mandatory, it is highly preferred to have a singular person receiving assignments and directing their subordinates in how operations will progress. Any other hierarchy that is put in place is implemented by the team, rather than the organization as a whole. Each team my divide themselves into rankings however they please. Every team is also afforded living quarters at the Defense Force's base located in Virdio. Each quarters includes access to toiletries, food, drink, alcohol, armory and other necessities to carry out their duties. It is not necessary for the teams to always use this living quarters. Rather, they are encouraged to gather enough funds to purchase their own plot of land or prebuilt home. The fewer teams that make residence in the barracks, the more space there is for new teams to be formed should a need arise.Team Formation
While only thirteen teams were created for each continent, additional teams can be formed. This may happen in the case that greater numbers are needed, a previously formed team is killed in action, or because enough talented individuals approach headquarters requesting to form a team. These new soldiers will undergo the same examinations the founding teams did. Should each member be evaluated highly, they will be the newest members of Defense Force team.Joining an Established Team
Usually to join a Defense Force team you must form a new team, though rare cases exist where an outsider is placed into an existing team out of convenience or necessity. This typically occurs as a result of the Defense Force team needing that individual's assistance with their assignment. Due to the secretive nature of each assignment, those individuals must become a part of that Defense Force team or have their minds wiped of any involvement. Teams may also swap members should they wish to. The risk that a member's beliefs doesn't align with the rest of the team's is a very real possibility. If the need arises, the swap must be presented to one of the three leaders of the Defense Force, along with the explanation for why, which team they will be swapping members with, and which members will be swapped. The members will be transferred to their new teams upon approval by one of the leaders.Chromaticos Dossier

A group of monstrosities, freaks of nature and disfigured humanoids. Each of them has a unique story regarding how they acquired their affliction. An eccentric group held together by their leader. The first to be eliminated if their members prove to be too uncontrollable.

The group comprised of Ralbas' children. Duaak began as the leader of the team, but quickly relinquished that title to Ace upon realization that he would probably make a better leader for the group. Probably the most balanced team, they are also one of the most capable. Years of training with one another to understand their weaknesses and strengths have made them a deadly group when they are together. Usually each of them receives individual assignments that separate them, with only Quart and Cinque being together constantly.

Began their tenure as Team 12 but were promoted due to the results they had delivered from their first two assignments. The current Team 11 was demoted to 12 as a result. A scheming group that has immense potential to do great things.
