They are voted into the position by popular vote. Any adult who is qualified is posted as a potential canidate by the Chairmen of the Board of Hope. Those canidates then have 7 days to accept or decline running for office. Those who accept then have 1 month to present their position to the camp in a series of public discussion events. After that, the public vote is held and counted by the Chairmen. The votes are then publicly counted by the librarian and their assistants.

They make all major decisions for the camp. Often this means deligating responsibilities to the members of the Board of Hope if they are more personally qualified or inclined for the task. It might also mean setting up a task force to complete a large project.

Benefits

They are paid monthly credits for their services to the camp. These credits are enough to cover the costs of room and board but little else. Because of this, the High Chairman often performs other tasks within the camp that provides them credits. This is usually services or teaching within the Doctor role.

Grounds for Removal/Dismissal

The Board of Hope can call for a dismissal of the High Chairman from their duties. This becomes a public trial in which the Board of Hope presents their case to the people and a new  vote is then cast to determine if the High Chairman maintains their position or not. Loosing their position means loosing their monthly credits, but no other penalty unless the trial involved proving the guilty of a crime as the grounds for their dismissal. If the High Chairman maintains their position, they can then choose to penalize the Chairmen for a wrongful trial which would result in them giving a month's wages to the High Chairman.
