It is regulated who can come here. The Kingdom of Utharia has seen to perserve the sight and not let it be overly harvested by greedy corporation.
Those with enough money may come here for a few hours of relaxtion.
For medicinal purpose, only a select few are allowed to harvest what is needed. And then they're only allowed to get what they need and no more.
Some people, depending on how sick they are, are allowed to spend more than a few hours here because the healing effects of the water can't be replicated in the lab unlike turning the plants into medicine.
