The working of the Realm are so confusing when you take the time to think about them, One of the questions that I have had has always been curious the reasons why the Paragons aren't more involved in the daily politics and life of the Realm? They are a direct vehicle for Her Will and Glory, and yet they rarely influence governments. I asked this casually over afternoon tea with Errial'la The Green, my mentor and she directed me to research the Silver Concordance.
The Silver Concordance treaty ended the Sapphire Heart War. The documents read like a horrible accounting of the end of the Elves. Ten of thousands of Elves died along with hundreds of thousands of allies. How could the Devouring Mother let this occur? I am horrified by the scope of chaos and destruction that this war caused. I can't ask Errial'la another question ... so that means more research.

I am stunned. The great history of the Realm is full of wars. They are not commonly known, but the Citadel Archives have volumes of them. Conflicts between capitals. Conflicts between organizations. Conflicts for the most ridiculous reasons. The Sapphire Heart started over the refusal of a handshake! I have talked about this with other Reds in my cohort. They some were surprised, but Torman, a Dwarf, simply asked this question after all the beer had been drunk. " How could anyone stop all of that? The Paragons, like us are still just people?" And, that led to a whole debate about the Devouring Mother and the basic nature of Citizens.
In the end, like us, She just does Her best, cause She is just a person as well.

Purpose
This treaty was enacted to end the Elivish House War, Sapphire Heart of 671st of the 25th Rs. which had greatly crippled the Elvish culture for 80 years. Compared to other previous House Wars, Sapphire Heart was the most violent and destructive.
Document Structure
Clauses
The Silver Concordance has three sections.
The first section list the names of the House Lords in attendance, sets the intention of the Concordance, and contains the binding marks or each House Lord.
The second section lists the grievances of the Houses, their cost, and agreed reparations.
The last section details the manner in which reparations will be provided, when and in what manner. This last section contains the identifying marks of the successors of the House Lords, and representatives of the Medicaments and the Paragons.

Caveats
The Concordance was to last in perpetuity, part of the manner in which this was supposed to be ensured is that should any of the House break from the Concordance, their successors would be sentenced to the Faid, thus casting that House into civil turmoil.
Publication Status
One copy is held in trust with each House, the Brotherhood and the Paragons.
Legal status
This document is considered an addendum to the Statues, and considered an en-action of Her Glory and Will.

Public Reaction
The Elvish nation accepted the Silver Concordance with relief and joy. It ended 80 years of brutal slaughter and waste.
Legacy
Continued 'peace' between the True Blood Houses for thousands of years.
