The Tide
The Tide is lead by whomever has the title Reef Queen/King. The Reef Queen/King rules from The Tide's stronghold at Darkreach. The numerous ships and vessels of members of The Tide are granted refuge on Darkreach to trade an ill gotten gains and make repairs and maintenance at no cost, provided they pay a portion of their earnings in tithe to the Reef Queen/King each time the enter port.
When a ship of The Tide arrives on Darkreach they must declare the amount of their profits, and from that there is a tithe offer to the Reef Queen/King.
Culture
Those who serve under a captain aligned with The Tide are considered members bound by its laws of non-violence and theft against other members whilst within Darkreach; additionally, piracy committed against other members whilst on the seas is strictly forbidden. However only major disputes seem to ever reach the Reef Queen/King's ears, with minor incidents such as bar fights or assaults being overlooked or never even reported.
History
Founded in 17 FOS by the first "Pirate Lords" The Tide grew to encompass a wide variety of pirates, privateers, sailors, merchants, and other sea faring folke. Those first lords came to an accord that there be no stealing or thieving from each other as long as they were members of The Tide. It was later added that there be no fighting or killing either. Should a dispute occur it was ruled that both parties be brought before the nine pirate lords for judgement.
Around 150 years later the pirate lord Selwyn 'Darkmane" Rischer overtook the isle of Calagos Reef, an important trading and repair stop in the Black Ocean. Having crowned himself 'Reef King' and changing the name of his island stronghold to Darkreach, Darkmane put out a call to the other eight pirate lords to come to his island.
Calagos Reef was formerly in the jurisdiction of the kingdom of Xelathor, though in the centuries since it fell into the hands of The Tide and was renamed Darkreach they have not attempted to regain control over the isle.
In 893 FOS the current Reef Queen Captain Thalia Viktra took her throne, after having killed the former Reef King Kenrich Roscoein.

The Reef Queen/King holds the responsibility of maintaining a basic system of law and order amongst The Tide's members. In the event of a major dispute between two or more Tide members pertaining to the breaking of the law, their case is brought before the Reef Queen/King at which point the parties argue their cases and the Reef Queen/King makes judgement accordingly. If one party is found to be at fault, depending on the severity of the offense, the offending party may be sentenced to pay some form of restitution to the offended party or may even be put to death if the Reef Queen/King deems it suitable.
