Phantom Wastes

The Phantom Wastes are a hilly and barren land devastated by the Shadowfell Plague. Very few living creatures can be found here as most are undead. The entire region is shrowded in eternal shadows making it always dark with barely any light present. Any light sources are heavily suppressed and have a reduced effect.
The region is under the control of the Vampire Lord Betlam. The subjects of the lord have made their homes in the ruins of the previous inhabitants of this region. The largest settlements are Elstreia, Locar and Zarastria.
