Locar

The ruins of a large city located in the heart of the Phantom Wastes. The city is occupied by the forces of Betlam and is his main base of operations outside of the shadowfell dimension.

Locar is built around a massive, lavish palace which is the only part of the city that is being properly maintained to keep up appearances. Surrounding this palace is a massive stone wall protected by magical wards.

The city itself is a sprawling mess that grew around this palace as when the palace was constructed only a small settlement was there. The buildings further away from the palace are become smaller and of lesser quality with the most outer ring of the settlement being nothing more than temporary tents and makeshift shacks of wood. Though most of these are no longer present as they were destroyed when the city was raised by the current occupier and they have made no effort in reconstruction outside of the palace.
