Edict of Principle

Meanwhile, we're all just waiting for the cask that will break the pony's back and finally ignite the rebellion in Central Tilth.
— Shiv Moonsong

A collection of laws handed down from the Ploui to the various castes of Central Tilth governing everything from behavior to fashion to art and media. While they technically contain articles of behavior for all castes of society, they are very obviously harsh and heavy-handed agains the Metilth Working Caste.

Purpose

While it is laid out under the guise of public safety and education, its contradictory nature, absurdly minute control schemes, and brutal punishments make its true purpose twofold: the utter control and domination of the population and and as a recruitment tool for the Shadow of the Wing.

The most recent addition, Edict of Principle Regarding the Mandatory Extermination of Vermin, was issued only recently in response to whispers of Growing Unrest In Central Tilth, a situation of which the Ploui is understandably, quite fearful. What he does not understand is that the more laws of control he lays out, the less in control he actually is. History proves that it will only be a matter of time until he, like all the others before him, finds out that people will not be treated like animals indefinitely.

History

The issuance of the first Edict of Principle is considered the point at which the Ploui made his rule over the city more than just a poorly kept secret, but an open fact.

A security clampdown, like a normal one, is like throwing a match into dry tinder. This emperor king dude really said 'Hold my beer' and decided to issue an edict like this?? That's throwing an active moltov into a pile of year old dry hay. Brilliant. Absolutely brilliant.
