The Droven Empire
The Droven Empire is a massive empire spreading across the northern continent of Drometh and reaching in the southern lands of Arish where it has come into conflict with the residing kingdom The Lorrean Council. The Droven Empire is ruled by the High King Torrum who rules from the capital of Valdirath. It is customary for the represetives from the 5 orginal clans who founded the empire to offer consul to the high king.

The ruler of a clan, precedes over that clans terriorty. Exerts influence in taxes, army, and greater economics

who makes local decisions for the surronding area such as new town creation, local taxes, etc

Then major cities or towns are ruled by a lesser noble picked by the local Valdar, these nobles have very limited influence and are mostly in charge of the various day to day concerns of the town and surround villages.

History
The Drometh Empire is a successor to the previous empire in the region the Maldir Sovereignty, which crumbled after the the Yuan-Ti Agression. The ensuing power vacumum cause a the region to enter a warring states peroid. This period lasted more about 30 years until Thormir Foebreaker unified the clans either by force or diplomacy and founded the empire. Thormir saw fight to build his empire not just of the best warriors but of the best crafts men aswell and contacted the Blackblades, the Gemfinders, the Rockforged, and finally the Ironborn to found the his empire.

The laws are written by a group of dwarves from the 5 great clans callled the Law Masters. This group of 15 dwaves write and edit laws as they see fit with three members of each clan and each vieying for their own lands prosperity.
