Duke Arzhur II of the House of Dreux 1203-1210. A largely uneventful reign marked by an easing of tensions with the Fae population.
Editor's Note: Scholars will note that there is no "Arzhur I" who ever served as Duke of Letha. This individual was the son of Konstanza de Leon and laid claim to both the throne of Letha and of Kameled. He never ascended to either, assassinated in Rotomagus by the Redcaps. Arzhur II took his name to satisfy Staunchist elements in his duchy while simultaneously repairing relations with the Korrigan, Fomorii and Sidhe through active policies.
Reign
The Reign of Arzhur II was a largely uneventful one, beginning in 1203 SI at the death of his father, Yann II.
In 1206, the middle classes of the Corsair city of Aleth, seeing the increased independence of The Cloth Cities prior to the War of the Golden Spurs, sought to assert themselves as an independent commune, breaking away from Ducal power. With the assistance of Manchais ally, the Biskont de Coutances, the revolt was quickly suppressed. To quell the rebellion, and threats of other merchant cities along the Ar Mor Breizh, Arzhur reorganized the Duchy into 9 politically equal subdivisions:

Dol - Dol was not originally included in the divide, but intense pressure from the Southern Church splintered it off from Aleth during the first days of Arzhur's immediate successor Dug Yann III

Arzhur also expanded the Estates of Letha, the Lethan parliament, to include representatives from outside the Church and the nobility.
