It was a body comprised of religious rulers from across the continent of Queldorum. The governing body was considered a neutral and respected authority on the continent, often resolving disputes between nations and spearheading diplomatic efforts. They were also caretakers of the island city of Holy Hill, though it was technically within the borders of the nation of Hindland.

It was discovered during the the Defiling of Holy Hill that the current ranking members of the Council had been slain by minions of the Dark Seer.
