Structure
PPMO is run as the transparent and open organisation that it is. While there is a very loose structure (Correspondents report to Editors, Editors report to Senior Editors, and Senior Editors report into The Leadership), PPMO prides themselves on being a cross-functional work environment, with an open-door policy which negates any need for the standard hierarchies. Of course, The Leadership ultimately reports to the Peacekeeper High Command, and therefore into Peacekeeper H'mpt, but that is true of any organisation of this size in the Peacekeeper Alliance.
Culture
PPMO functions under the shared belief that the truth is always more interesting than any fiction, and often stranger too. They see themselves as truthtellers, who spread the word of the Peacekeepers to those outside of the Empire, while sharing hilarious anecdotes of those primitive cultures not yet a part of the Peacekeeper Alliance.
They also understand the power of words and stories, and will work tirelessly to ensure that the truth, however ugly, is shared far and wide. As long as that truth leaves the Peacekeepers and their Alliance in a positive light. There is a common phrase used around PPMO among its staff, "we must not have the full picture yet", the idea being that if something looks like it with make the Alliance or those acting on its behalf appear in the wrong, it could only be because they haven't fully understood the context.
For example, the Formation of the Alliance was reported by PPMO as being necessary to quell the unrest by the barbaric Asora who didn't understand that everything that was happening for their own good. The war was a kindness to them as it gave them an outlet for their frustrations and ultimately resulted in them leading the way as the first to join the great Peacekeeper Alliance.
Public Agenda
To spread the truth far and wide, and to be transparent in doing so, is the PPMO's public agenda. They are seen as reporting human stories with humour and empathy but without bias.
This is, of course, not true, and anyone reading with an open mind (ideally from outside of the Empire's borders) is able to see that the main agenda of the PPMO is a propaganda mission on behalf of the Peacekeepers. The Leadership certainly know that their words and stories are used to persuade unsuspecting cultures and planets to be more amenable to the Peacekeepers who will then come in and take whatever it is they feel they need (or whatever they feel the original cultures don't deserve). Whether the correspondents and editors are aware of that is another question. The PPMO may not hide its secret well, it does so well enough to be a strong weapon in the Peacekeeper arsenal.
