Council of the Orders

Sphere: Politician   The Council of the Orders is the de facto ruling body of Ur, given the Shrouded Queen and the Rook Parliament's disinterest in city affairs.   Each of the eight original orders was founded during, or before, the Godswar and took part in the city's defence.

Names and Titles

Each Order is slightly different, but the following is the usual structure:
  • Noviciate: New member of the Order. Usually a graduate of a seminary, although anyone can join upon approval from a Master. There is no pay, and typically enough duties to fill six days a week.
  • Emmer: Full members of the Order, raised from Noviciates when recognised by a Master.
  • Chancellor: Once who is in charge of some Order property. From this rank and above, members may use the Order's cognomen.
  • Master: Masters are raised by the Grand Master and have a great deal of latitude in conducting Order business, requisitioning supplies from Chancellors and giving orders to Noviciates and Emmers.
  • Grand Chancellor: There are three Grand Chancellors in each Order, acting as representatives on the council.
  • Grand Master: In charge of the Order.
Those of Chancellor and above can use the Order's cognonem at the end of their name. Those from the High Status Families may have inherited this right already (if the Orders don't match they lose their old family name and cognomen).

Structure

Each Order is governed by their Grand Master and sends 3 representatives, Grand Chancellors, to the Council. Resolutions are passed by majority vote, although all Orders have a veto if their representatives unanimously choose to apply it. Although there are 24 representatives on the council has never held a tied vote at any point in its existance. This phenomenon is known as the "Queen's Vote", as if the Shrouded Queen breaks ties through some unseen influence.

History

During the Godswar (and presumably before) the Orders were military, as well as philosophical, organisations. With their taking on city governance, and the relative peace of the past 500 years, this has changed and their role has become mostly administrative.
