Conclave

Conlaves are created by the Grand Masters of the Orders when they feel increased co-operation is required. Conclaves require at least three Orders to be involved, are typically assigning one Master per Order as well giving access to council resources.
They can be created with a specific mandate, or more generally when tensions are high or omens are bad.
